Summary This position is located in the Library Events Office Section, Center for Learning, Literacy & Engagement Division, Office of Communications, Outreach & External Relations Directorate, Office of The Librarian. This is a supervisory, non-bargaining unit position. Responsibilities Assignments often involve strategic planning and managing several separate subordinate projects or events that must be carried out concurrently and regularly outside normal business hours including early mornings, late nights and weekends. The Manager of Event Operations directs and administers the operations and execution of special events and public programs in the Library of Congress. The individual is responsible for setting annual and multi-year work plans and systems. Oversee and manages administration and budgeting including building short and long term goals, developing and improving policies and procedures, and managing projects. Performs other administrative and budget management responsibilities as needed. Oversees the Supervisory Event Operations Specialist, Financial Management Specialist, and Materials Handler Supervisor. The position provides operational oversight for official functions, including, but not limited to, ceremonies, exhibition openings, seminar, conferences, performances, receptions, breakfasts, lunches, and dinners. The events also include congressionally sponsored events and events hosted by approved outside organizations in the Library's spaces. The Manager of Event Operations works under the general supervision of the Director of Special Events and Public Programs who provides policy guidance and direction appropriate to the work assigned. Assignments often involve strategic planning and managing several separate subordinate projects or events that must be carried out concurrently and regularly outside normal business hours including early mornings, late nights and weekends. Performs the administrative and human resource management functions related to the staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and completes work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Prepares work improvement plans, recommending personnel actions as needed. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Coordinates event operations in partnership with the director and deputy director of Library Events, Library staff and external sponsors and partners which frequently include the U.S. Congress, Supreme Court, White House, various government agencies, embassies, and international organizations. Carries out analytical studies involving the planning of event operations of major agency programs of national scope and impact such as exhibit openings, congressional ceremonies, visits by heads of state, symposia, conferences, public programs, receptions and galas. Oversees the official event operations calendar. Serves as an advisor to top Library management on policy matters related to event operations, policy guidance, and undefined issues and elements. Uses extensive knowledge and experience of protocol to determine correct procedures for ceremonial programs and seating arrangements for events. Ensures that the Library's event operations reflect the Library's style and objectives and fulfill the intended purpose. Meets with staff around the Library encouraging input and involvement in the event planning. Ensures goodwill between the Library and external partners and sponsors.
