Minnesota Housing is hiring! We're a mission-focused financial institution looking for The Housing Assistance Payments (HAP) Contract Officers role who will work with Owners and Management Agents to execute contract renewals between the U.S. Department of Housing and Urban Development (HUD) and properties receiving Section 8 and Section 811 funding. They determine contract and market rents, determine utility allowances, review rent comparability studies, secure annual funding, process opt-outs and transfer budget authority from a terminating Section 8contract to either a new or existing Section 8 contract. This role is responsible for building and maintaining strong business partnerships with development owners and managers and ensuring they comply with Federal HUD rules and regulations.
Essential Job Duties
Manage the contract and funding renewal process for an assigned portfolio of federally funded rental assistance contracts in the PBCA Section 8 and Section 811 PRA portfolios.
Assist with research and analysis on HUD policy and guidance making recommendations for implementation.
Analyze rent comparability studies (RCS).
Prepare, track, and execute legal documents resulting from contract renewals.
Review portfolios for compliance with state and federal requirements.
Provide technical assistance and guidance to owners, agents and agency partners on program rules and requirements.
Analyze information and enter it into HUD Secure Systems in addition to multiple Minnesota Housing database systems.
Perform other duties as assigned.
Minimum Qualifications

Two (2) years of experience in subsidized rental housing performing contract analysis, funding or contract renewals, compliance regulation or performance-based contract administration.
A bachelor's degree in housing, community development/planning, or accounting may substitute for 12 months of experience - or - an associate degree in the listed fields may substitute for 6 months of experience.
Knowledge of the Section 8 Renewal Guide.
Knowledge of project-based Section 8 and Housing Assistance Payment (HAP) contracts as applicable to multifamily properties.
Knowledge of the Housing Assistance Payments contract renewal and funding process for project based rental assistance (PBRA) properties.
Knowledge and understanding of the role contract administrators play in HUD's Project Based Section 8 program.
Accuracy, attention to detail and the ability to manage multiple tasks while complying with recurring, strict deadlines.
Analytical skills and the ability to read, interpret, reconcile, and balance financial data and identify inconsistencies.
Preferred Qualifications
Bachelor's degree in Housing, Accounting, Finance, Business
Experience working with the HUD Section 8 project-based rental assistance program and the Section 811 PRA programs.
Experience working as a HUD Section 8 project-based contract administrator.
Experience working with Federal housing requirements and administration.
