SUMMARY:
The Mayor's Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor's expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.
The OMB Environmental Sustainability and Resiliency (ESR) Task Force tracks Citywide sustainability and resiliency funding, and supports agencies and other OMB units in the formulation, design, evaluation, and management of environmental sustainability and resiliency policies and investments. Within ESR, the Resiliency Policy Unit is a multidisciplinary team that conducts policy analysis and special projects on hazards like extreme heat and coastal flooding. The unit also supports the development of New York City's Climate Budget, which will publicly quantify the impacts of City actions toward climate-related goals and targets, promoting Citywide coordination and accountability.
The intern will assist ESR's Resiliency Policy Unit by supporting analysis and engagement with stakeholders including partner agencies within city government. They will become familiar with the New York City budget process and will contribute to the ongoing development of the City's Climate Budgeting process.
JOB DESCRIPTION:
The graduate intern will support the City's efforts to improve heat and flood resiliency by contributing to the analysis of projects through the lens of climate budgeting and return on investment (ROI). This work will help inform the third annual NYC Climate Budget report, to be published in May 2026. The intern will gain insight into the City's budgeting process and play a key role in identifying, evaluating, and quantifying how City investments address extreme heat and coastal/stormwater flood risks.
The duties of the position may include the following:
Conducting spatial and statistical analysis of large datasets.
Surveying academic literature, interviewing researchers and design professionals.
Drafting and presenting analysis and research.
Contributing to the development of ROI and benefit-cost metrics as well as other tools and protocols to track progress toward resiliency outcomes under the Climate Budget framework.
Working effectively with multiple City agencies and across Task Forces within OMB.
Contributing to climate and budget initiatives on an ad hoc basis.
MINIMUM EXPERIENCE AND QUALIFICATIONS:
Candidates must be currently enrolled in a graduate degree program in an accredited college or university.
Preferred Skills
Strong research background and written skills
Experience working with advanced or scientific models required
Experience working in Excel spreadsheets and Microsoft Office required
Experience in GIS strongly preferred
Experience in Python or R strongly preferred
Problem solving and creativity - demonstrated ability to work on open-ended questions and problems
Team work and collaboration - comfort asking questions, contributing to the group environment, & incorporating feedback
General understanding of climate change and sustainability and how extreme heat and water impact New York City - some coursework in sustainability or environmental science strongly preferred
Professionalism and ability to represent the agency in-person, virtually, and in writing with integrity and respect
Fact-driven mindset and ability to delve into data, ask critical questions, and maintain a sense of scientific skepticism
Applicants should also have some expertise in at least one of the following bulleted areas below:
Climate adaptation and resiliency.
Applied microeconomic policy analysis.
Public budgeting or finance.

Graduate Intern $20 per hour

The internship is available during the fall and spring semesters of the 2025 to 2026 school year. The internship will be part-time, with a maximum of 17 hours per week when school is in session. The schedule will be worked out with the selected candidate based on availability. The work must be done during the regular workday, between 8:00 a.m. and 6:00 p.m. - no evenings or weekends.

Qualifications
For Assignment Level I:
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.
For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.
SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.
