Responsibilities SUMMARY: PRIMARY PURPOSE: to plan and conduct classroom instruction of English as a Second/Foreign language (ESL/EFL) and English for Specific Purposes (ESP) and to train teachers to be ESL/EFL instructors; to evaluate student performance in the classroom; to advise the unit supervisor on the placement and training needs of students; to adapt and develop instructional materials; and to make professional recommendations for improvement of curriculum design, training materials, instructional delivery, student administration, and training program management. Military student ranks include cadets, privates, NCOs, officers, general officers and senior civilian executive service equivalent members and students represent all age groups, services, educational, cultural and religious backgrounds. ESP areas taught include dozens of specific technical and professional occupational fields. Instructor-students return to their countries to establish, staff, and/or manage ESL/EFL programs for their respective government ministries. Additionally, the purpose of this position is to foster goodwill among diverse groups of international military and civilian students in support of the Department of Defense mission of building partnerships. DUTIES: Plans, prepares and coordinates instructional activities. Conducts ESL/EFL/ESP instruction and/or ESL/EFL instructor training for international and US students and/or instructor-students. Develops, advises, evaluates and participates in special projects. Establishes learning environment conducive to adult ESL/EFL/ESP learning and to ESL/EFL teacher training. Completes administrative requirements. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the basic requirement and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series. BASIC REQUIREMENT FOR GS-1701 POSITION: A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR COMBINATION OF EDUCATION AND EXPERIENCE -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-09 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, public or private sector) which includes initiating and responding to telephone/e-mail inquire when there are questions regarding education and training policy; ensure compliance with education and training regulatory requirements and governing directives; experience in completing education and training duties and responsibilities described with the position. OR EDUCATION: Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EDUCATION AND EXPEIRENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Specialized knowledge of the principles, practices and techniques of ESL/EFL/ESP instruction. 2. Specialized knowledge of the English language and American culture. 3. Knowledge of instructional design and materials development. 4. Knowledge of student assessment techniques and objectives to include test and measurement principles. 5. Skill in constructively evaluating and critiquing instructor-students' practice teaching performance. 6. Ability to communicate effectively both orally and in writing. 7. Ability to work harmoniously with students and organizational personnel. 8. Ability to analyze, evaluate, and accomplish special training studies and projects. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
