Summary You will serve as a COMPUTER SCIENTIST in the Command Information Office of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The ND-03 pay band encompasses positions equivalent to GS-12 through GS-14. This position has a control point equivalent to the GS-13, Step-10 level. Responsibilities You will serve as an activity focal point and coordinator for adoption and deployment of Artificial Intelligence and Machine Learning capabilities utilizing various technical platforms. You will use advanced programming techniques, statistical algorithms, and business intelligence tools to provide meaningful information, in real time, to support data driven decisions. You will extract information by data mining from existing databases and coordinate initiatives by developing monthly and quarterly metrics. You will research, develop and program analytical tools that support various portfolios. You will research and discuss ideas, issues, and solutions with other team members and/or supervisors. You will be able to execute programming assignments with alignment with guidance and direction from management. You will design, develop, implement and/or integrate systems and system components to meet a broad spectrum of business and technical requirements You will provide technical leadership and engineering support in the operations and maintenance of a wide range of systems. You will assist customers in evaluating technical capabilities of IT platforms and make recommendations for development and deployment of solutions. You will utilize advanced Python programming skills to develop and deploy AI/ML solutions leveraging extensive libraries and Application Programming Interfaces (APIs) across multiple platforms. Requirements Conditions of Employment Qualifications Basic Requirements: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. For the ND-02 pay band: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS 1-4 grade level or ND-01 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following:1) Utilizing IT Project Management skills to execute tasking to deliver Azure AI/ML project capabilities to customers; 2) Performing accelerated learning and technology investigation to obtain Azure AI/ML technical skillsets required to contribute to the development of Azure AI/ML projects and initiatives; 3) Logging technical issues with follow-up status reports to maintain history of IT project activity; and 4) Performing software development using Python and associated libraries to generate Machine Learning solutions leveraging Microsoft Azure ML components and API's. For the ND-03 pay band: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 through GS-11 equivalent grade level or ND-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Utilizing IT Project Management skills to plan and execute multiple concurrent AI/ML Projects: 2) Providing advanced technical configuration and troubleshooting of Azure AI/ML infrastructure issues; 3) Generating IT system technical documentation and logging of issues with follow-up status reports to maintain history of IT project activity; and 4) Utilizing extensive Python programming experience and knowledge to develop and test Machine Learning solutions leveraging advanced Azure ML suite components, libraries and technologies (e.g. Azure AI Vision API).
