Summary You will serve as a HUMAN RESOURCES SPECIALIST (Human Capital Consultant) in the HUMAN CAPITAL MANAGEMENT GROUP of NAVAIRWARCENAC DIV. This is an entry level Human Resources Specialist position. Incumbent will perform duties similar to the full performance level requirements with close supervision and guidance. The duty location is Patuxent River, Maryland. Responsibilities You will provide classification and compensation advice and guidance on multiple personnel systems, General Schedule (GS), Broad/Pay Band, and Federal Wage System (FWS). You will provide strategic staffing advice and guidance to all levels of management. You will conduct job and data analysis to advise management in determining best strategies for recruiting to achieve a qualified, highly skilled workforce. You will provide advisory services to all levels of management on employee and labor relations. You will assist management in determining workforce development requirements and in developing Individual Development Plans ensuring alignment with Command strategic initiatives to include analysis of critical skill needs. You will undertake special studies for assigned areas such as career training programs, hiring cycle time and productivity and staffing hard-to-fill positions. You will also undertake special studies for assigned areas such as employee retention, managing attrition, and reconstitution of lost expertise in critical skill areas. You will conduct analysis on HR services for continuous improvement and streamline of services. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS 01-04) grade level or pay band (DA 01) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing technically sound advice to customers on workforce development, classification, staffing strategies and employee relations conduct/performance issues; 2) Conducting classification and compensation surveys, audits, position and organizational analysis; 3) Recommending innovative methods and strategies to resolve issues of job turnover, for long- and short-term workforce planning, rightsizing, and reinvention initiatives; 4) Advising management on employee related issues concerning conduct in the workplace as well as guidance on disciplinary process and procedures; and 5) Assisting management with proper use of staffing methods and hiring flexibilities to ensure compliance with merit principles.
