The City of Stockton is seeking a highly skilled and experienced Senior Systems Analyst to join our Information Technology team, with a focus on enterprise applications. This role requires a deep understanding of enterprise application architecture, data integration, and IT best practices.
The ideal candidate will be responsible for analyzing and being fluent in the latest technologies, various AI tools, Power BI, Databricks, Azure, Copilot Studio -Google Cloud Platform (GCP), and Amazon Web Services (AWS), to name a few, with experience in the implementation and optimization of enterprise-grade IT systems.
The Senior Systems Analyst will collaborate closely with developers, City department SME, and IT leadership to ensure our systems support strategic objectives, enhance operational efficiency, and adapt to evolving technological needs. Experience with large-scale enterprise environments, IT Security, and GIS is desirable.
Incumbents work a 9/80 work schedule Monday through Thursday 7:30 am to 5:30 pm and Fridays 8:00 am to 5:00 pm with alternate Fridays off.
Incumbents in this position are included in the Civil Service system and are represented by Stockton City Employee Association (SCEA) - Professional and Technical Bargaining Unit.
This recruitment is being conducted as an Open/Promotional recruitment. Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting.
Under general direction, plans, organizes, and performs activities related to computer systems, enterprise servers, client/server platforms, and database systems; may implement operational procedures on a Citywide basis and reports to a supervisor classification or higher. The incumbent performs work of a professional nature, utilizing skills that require an understanding of very complex analytical procedures and processes while working with a very high level of independent authority and judgment; performs related work as assigned.
CLASS CHARACTERISTICS
Senior Systems Analyst is the advanced level in the series, requiring extensive analytical and diagnostic skills. The incumbent performs difficult systems development, technical support, troubleshooting, and operations and programming activities, as well as providing lead direction, managing projects, and training to lower level analysts.
PRINCIPAL DUTIES (Illustrative Only)
Provides technical assistance and advice to City staff in areas of responsibility.
Reviews and conducts detailed analyses of computer systems in operation and makes recommendations for improved system hardware and software.
Maintains effective communications with user departments about software vendor activities and system problems, status, timelines, and details.
Integrates systems for inter-operability across multiple platforms and technologies.
Serves as liaison between vendor, technical support, network, and departments to resolve systems problems; coordinates and implements corrective measures.
Monitors and enforces security policies on server platforms.
Monitors and adjusts thresholds for system resources to assure best performance and efficiency of resource utilization.
Provides consultation with other analysts regarding complex program or database considerations, and assists with problem solving.
Applies workflow and related procedures for the implementation of systems.
Compiles and maintains system documentation.
Troubleshoots problems on complex customized hardware and software; and
Performs related duties as assigned.
QUALIFICATIONS
Education/Experience:
Senior Systems Analyst :
Pattern I:
Possession of a Bachelor's degree from an accredited college or university with major course work in engineering, computer science, mathematics, or a closely related field and four (4) years of work experience at a level equivalent to the City's class of Systems Analyst II.
OR
Pattern II:
Possession of an Associate of Arts degree or completion of sixty semester units or equivalent quarter hours from an accredited college or university with major course work in pre-engineering, mathematics, computer science. or a closely related field and six (6) years of experience in systems operation or administration, which has included four years at a level equivalent to the City's class of Systems Analyst II.
OR
Pattern III:
Possession of a high school diploma or GED and eight (8) years of experience in systems operation or administration, which has included four years at a level equivalent to the City's class of Systems Analyst II.
Other Requirements :
Must possess a valid California Class C driver's license in order to work at remote user sites.
May be required to pass an extensive background investigation, which includes a fingerprint clearance.
Knowledge of :
Principles and practices of technical problem solving;
Principles and techniques of software and system quality assurance and control;
Principles and techniques for evaluation of work processes for new or revised computer applications;
Principles and practices of systems security and information technology security methods;
Disaster planning and recovery methods;
Problem-tracking software tools, security and quality assurance policies and procedures, and remote access software and techniques of connectivity;
Principles, practices, and techniques for providing customer support;
Principles of technical report preparation and documentation, including computer research and analysis techniques;
Principles and practices of project management and resources planning.
Operating principles and characteristics of the mid-range computer and microcomputer hardware and software that is utilized by the City; and
Job planning, prioritizing, and scheduling techniques.
Specific knowledge of any combination of the following :
IBM Power Series systems operations;
VMWare environments;
Oracle and MS SQL database administration;
UNIX, AIX, or Linux Administration and system tuning;
Network and application security;
MS SQL tuning and optimization;
Reporting tools and report development;
Dispatch and records management systems;
Networking protocols; and
City's current systems.
Skill in :
Solving software programming and systems design problems from minimal diagnostic information;
