THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN 100,000.00 - $105,000.00
The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The Division of Prevention Services (DPS) and its network of contracted providers deliver one of the largest and most diverse continuum of community-based child welfare prevention services in the nation and across New York City to improve safety, wellbeing, and permanency for thousands of families and children each year. DPS focuses on systems improvement, innovation, and strategy initiatives that require collaboration with major partners to address urgent or emerging provider and family needs, city or state mandates, and high priority strategic goals of ACS leadership.
The Office of Program Management and Sustainability is charged with overseeing the implementation of evidence-based and research-informed prevention service models; designing a system to monitor and support programs' alignment to service model fidelity, contractual expectations, and ACS standards for service delivery; and partnering with contracted providers to ensure services are high quality and socially just. OPMS employs an approach guided by data, research, and the voices of the communities we serve.
The NYC Administration for Children's Services is seeking an outstanding candidate to serve as the Director for Programs in Planning and Development reporting to the Assistant Commissioner of OPMS and will carry out various duties, including but not limited to:
Oversee the development, implementation, management, and sustainability of Safe Way Forward, Family Treatment & Rehabilitation (FT/R) and Special Medical programs offering child welfare prevention services and access to clinical interventions to families experiencing intimate partner violence, mental health and substance misuse or have special medical needs
Support the development, implementation, and sustainability of a system for program management for Safe Way Forward, FTR and Special Medical programs that includes:
Development of fidelity measures and program model standards;
Support in building out monitoring requirements for programs;
Promote alignment with ACS contract expectations, and ACS standards for service delivery;
Conduct site visits as needed and foster relationship building with providers and front line staff with an emphasis on community and family engagement to ensure and maintain utilization;
Develop process to work with providers to collect feedback from providers and clients during and after services;
Incorporate process for case reviews to support monitoring and accountability to key performance and safety measures;
Apply strategies for continuous improvement and other elements of sustainability derived from best practice and/or implementation science;
Develop innovative data-driven strategies for improving the implementation of the model, delivery of services, and collaboration among service providers, ACS' DCP/Family Service Unit (FSU), and families using an approach guided by data, research, equity, and the voices of communities.
Conduct site and field visits, engages community members to inform program planning, and builds relationships with providers, developers, front line staff, and internal/external partners;
Coach and direct supervision of staff, which includes a small team with Program Officers and Program Associates using strengths-based manner, continuously offering feedback to achieve growth goals over time;
Support staff with contract and budget oversight and serving as a liaison to procurement, finance, and business law unit colleagues;
Prepare documents and reports, makes presentations, and guides goal-oriented meetings with key partners;
Support the development of a system for the sharing of best practices among internal staff and service providers offering supports to families experiencing intimate partner violence and child welfare involvement; leading collaboration between, and quality improvement of, providers of services and supports for serving a similar target population through a learning collaborative or other similar model;
Lead collaboration between, and quality improvement of, referral and case management work between ACS Family Service Units (FSU), service providers, and families.
Represent DPS in external coordination workgroups and internal working groups focused on prevention services, specifically those serving families experiencing intimate partner violence and child welfare involvement
Play an active role in strategic planning and coordination for division policies and programs, specifically around program management and sustainability broadly, and programs serving families experiencing intimate partner violence and child welfare involvement specifically.
Work closely with other ACS divisions including: Child Protection, Child and Family Wellbeing, Policy, Planning, and Measurement, and Family Permanency Services.

Minimum Qual Requirements
For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
