This position serves our partners at Minnesota Management and Budget (MMB). MNIT MMB supports critical business operations for the State of Minnesota, including enterprise human resources and payroll, state employee insurance, and benefits administration. The team also provides the technical expertise necessary to manage the state budget and provide economic forecasts to policymakers.
As a Senior Systems Analyst you will provide leadership in the enhancement, maintenance, and operation of MMB's information systems. Lead the architecture of new MMB information systems and design integration plans for existing systems. Oversee feasibility studies, system design, implementation, and enhancement of complex information systems. Advise on the best tools, frameworks, software, and other IT elements to achieve departmental and functional objectives. Provide technical guidance, advice, and assistance to state agencies utilizing MMB's information systems. Serve as a senior consultant to multiple problem-solving groups focused on implementing information systems within MMB and statewide. Develop project plans and timelines for new initiatives. Train and advise MMB personnel and information systems professionals from other departments.

Minimum Qualifications

Position requires a minimum of five (5) years of IT related experience in leading or performing enhancement, maintenance, and operational support of MMB Information Systems or related public-sector system, with expertise in PeopleSoft, SOA and OBIEE.
Experience must include:
Leading projects involving the architecture and implementation of complex applications coordinating efforts across multiple stakeholders and IT functions.
Deep understanding of People Security, Oracle IDCS, Azure Entra ID (formerly Azure AD), and Strata Identify orchestration, including SSO and MFA configuration.
PeopleSoft security and integration architecture, including authentication mechanisms, Peoplesoft server administration, including PeopleTools upgrades and patching, server performance tuning, and deployment of new instances.
Strong knowledge of SOA architecture, SOAP Webservices and techniques modern cloud-native patterns, Oracle BI architecture (OBIEE and BI Publisher) and configuring Fusion Middleware.
Proven expertise in administering PeopleSoft HUB, with in-depth knowledge of Branding, Integration Broke, Unified Navigation, Navigation Collections, and Activity Guides.
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.
Preferred Qualifications
Skilled in architecting and presenting existing software processes, methodologies, and emerging IT trends.
Experience administering PeopleSoft on Oracle Cloud Infrastructure, as well as on-premises Linux and Windows NT servers.
Familiarity with AppWorx server administration, DataStage, and legacy PeopleSoft applications.
Experienced in managing PeopleTools upgrades, identifying technical tasks, and supporting the project management team.
Mentored teams in skill development, adoption of new technologies, and issue resolution processes.
Creating proto@types for integrating non-PropleSoft systems into PeopleSoft.
