Summary The incumbent serves as a Supervisory Mobility Transportation Specialist - Mobility Manager and manages all Veterans Transportation System (VTS) and Beneficiary Travel (BT) Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation. Responsibilities The Supervisory Mobility Transportation Specialist - Mobility Manager supervises/ensures the Veterans Transportation Program (VTS) and Beneficiary Travel (BT) processes comply with regulatory guidance, while assuring program effectiveness. They serve as the Contracting Officer Representative for all transportation contracts, including common carrier, Special Mode, ambulance, and air ambulance. The incumbent is also responsible for working with state Veterans and Transportation Agencies and local transportation providers to establish expanded transportation networks to improve Veterans access to care. Major duties include but are not limited to: Manages the Veterans Transportation Program at the facility which provides safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area; Orchestrates travel for eligible enrollees through mileage reimbursement and contracted travel modes; Plans, develops, evaluates, markets and directs key administrative activities in multiple programs related to transportation system for Veterans, active duty service members, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments (dialysis, chemo therapy, radiation therapy, etc.); Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods and procedures; Identifies resources (staffing, funding, equipment, facilities) required to support varied level of program operations; Manages transportation budget, analyzes organizational budgets, and provides advice and recommendations to Medical Center management, as appropriate, including critical budget areas and all Transportation program matters; Serves as Contracting Officer Representative for all transportation contracts, including common carrier, special mode, ambulance, and air ambulance; Provides consistent and effective outreach to community transit authorities; Coordinates the preparation and submission of recurring monthly, quarterly and annual performance improvement reports, management briefings, summaries, and a wide variety of nonrecurring reports; Assures performance measures and standards issued by various accrediting, regulatory, and higher agency authorities; Performs the full range of supervisory responsibilities to include but not limited to establishes guidelines and performance expectations for staff; observes and evaluates employees' performance; provides advice, counsel, and instruction to employees on both work and administrative matters; hears and resolves minor complaints and grievances; reviews, approves or disapproves leave requests; adjusts work procedures among staff according to workload, etc.; Assures that all transportation staff obtains and maintains appropriate licenses, certifications and training appropriate for each position; and, Performs other related duties as assigned. OR, Experience: Specialized Experience: Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. GRADE DETERMINATION GS-11 1. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have either of the following: PhD or equivalent doctoral degree in a related field such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Three full years of progressively higher level graduate education leading to such a degree in the above related fields. OR, 2. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experiences must meet all of the following: Manages departmental staff; Utilize VA ride scheduling and Beneficiary Travel software applications; and Develops action plans to resolve deficiencies. OR, 3. Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree. Only graduate education in excess of the amount required for the next lower grade level, GS-9, may be used to qualify applicants for positions at grade GS-11.
