The Division of Forestry is seeking to hire one (1) Assistant Cache Supervisor, SPA Supervisor, in Grand Rapids, MN at the Minnesota Interagency Fire Center.
Nationally, this position serves as the Assistant to the Manager of a Type 1 National Interagency Support Cache (NISC) at the Minnesota Interagency Fire Center. The position ensures cache operations can successfully provide supplies and equipment to federal, state and tribal governments and international organizations during natural or human caused disasters. In this role, the incumbent supervises DNR staff that work at the cache and an additional employee that fabricates and assembles slip-on pumps at the Grand Rapids Regional shop. The incumbent is responsible for assisting management in planning, budgeting, administering and managing all phases in the cache's program of work.
Within Minnesota, this position has the overall responsibility for administering and implementing the cache program and operations statewide. Specifically, the incumbent oversees the budgeting, organization, scheduling, and operation, so firefighting needs are met throughout the state.
Principle Responsibilities Include:
Direct, supervise and administer a statewide fire cache program such that the warehousing and distribution operations at the northeast interagency fire cache meet emergency resource order requirements are met and essential operations continue throughout the year.
Manage cache budget to effectively meet cache program needs by preparing, requesting, and justifying expenditures in the fire spending plan. In addition, monitor and evaluate budget and advise supervisor of additional needs to address unexpected needs or concerns. Serves as site manager of the cache facility.
Manage stock replenishment and oversee receipt of purchased items so that adequate inventory levels are maintained and field resource managers can acquire the needed supplies without interruption.
Manages the operational implementation of the cache redistribution program, identifying items available, organizing distribution and shipping.
Provide site supervision for the National Interagency Support Cache so the cache portion of the facility continues to operate efficiently and effectively. This includes the overall operation and maintenance of the cache and safety of all staff located there.
Other Duties as assigned.
Normal working hours are from 8:00 am to 4:30 pm but are subject to change based on work needs; hours of work may include weekends, evenings and holidays. This position has a flexible work arrangement and may be eligible to telework on a part-time basis, up to 1 day per week, which is subject to change. If approved, the employee would be required to complete an annual telework agreement.
Minimum Qualifications
Three years of experience that includes program policy direction for specific operating requirements related to retail inventory management systems, invoice receiving, or warehouse operations in order to develop guidance for applying supply program policy, procedures, techniques, equipment, and methods; and experience responding to problems or questions involving implementation of supply program guidelines.
Knowledge of fire suppression equipment and supplies to assess and provide appropriate information and supplies.
Knowledge of budget policies, procedures and regulations sufficient to manage and administer budgets, analyze data and deliver cost effective product.
Supervisor/lead work experience and training sufficient to direct, coach and resolve conflicts and supervise work of subordinate employees.
Proficiency in word-processing, spreadsheets and communications software.
Human relations skills sufficient to assign and monitor the work of staff; resolve problems with clients, the public, and other employees; conduct training classes; and represent the division on committees and task forces.
Awareness of various cultural norms, sufficient to adapt tactics and expectations to balance legal and program requirements with cultural norms.
Communication skills sufficient to communicate complex concepts and principals to other resource professionals and the public and make effective presentations to a wide variety of audiences by identifying level of understanding and evoking a positive response.
Organizational and interpersonal skills sufficient to work as a productive member of a team.
Conflict resolution/human relation skills sufficient to negotiate, resolve issues, read situations and settle disputes equitably by finding common ground and cooperation.
Knowledge of and experience in wildland fire suppression, the Incident Command System, wildland fire equipment and the interactions between rural fire departments and wildland fire organizations in rural-urban interface zones.
Preferred Qualifications
Knowledge of cooperating agency policies, regulations, and procedures for ordering, use, payment, and disposition of federal property used in support of multi-agency incident management efforts.
Knowledge of shipping and transportation regulations and processes to direct an efficient distribution program.
Four years of experience in a natural resource/wildland fire protection and/or emergency response agency.
Two years supervisor experience.
Experience using State Accounting System.
National Wildfire Coordinating Group (NWCG) qualification as any of the following: Single Resource Boss, Ordering Manager, Receiving and Distribution Manager, or Logistics Section Chief.
Knowledge of cache, National Fire Equipment System (NFES), agency, and other federal regulations to ensure compliance with the standards for receipt, storage, packaging, distribution, maintenance, disposal of items, inventory, and accountability of property.
Knowledge of the cache organization, policies, directives, guidelines procedures, contracts, and cooperative agreements to plan, organize, direct, and oversee multiple activities in cache administration and operations occurring within the Cache System.
Additional Requirements
This position requires an unrestricted Class D Driver's license with a clear driving record; per DNR Fleet Policy, only those 18 years of age or older with a valid driver's license may operate equipment and vehicles on behalf of the Agency.
