The MNIT DCYF team supports critical systems and applications that ensure the welfare and development of Minnesota's children, youth, and families. You will be a part of a team that works to provide comprehensive services and support that nurture and protect children, enhance family well-being, and foster youth development across the state.
We are seeking a highly skilled technical expert to support and lead the systems production operations within the DevOps Child Support Division (DCSD). This position plays a key role in maintaining and enhancing mission-critical systems, including PRISM, MAXIS, MCSO (integrated), and MEC2. Responsibilities span a wide range of mainframe operations-such as security, navigation, printing, and all online and batch subsystems.
As a Lead Systems Analyst/Developer, you will provide expert guidance on software tools including Natural, EntireX, and ADD (the mainframe source migration and version control system). You will lead technical problem-solving efforts, define system requirements, evaluate solutions, and support the full development lifecycle. This role also involves mentoring staff, contributing to system standards, and providing technical recommendations to management. In addition, you may lead project teams and collaborate across divisions to ensure the stability and effectiveness of complex, high-impact systems.

Minimum Qualifications

Position requires a minimum of five (5) years of experience as a Mainframe Application Developer in a technology-focused role.
Experience must also include the following:
Leading or mentoring technical staff or serving as a primary technical resource on application or system issues.
Analyzing, designing, programming, and testing software applications.
Advanced development experience using Natural and Construct.
Evaluating system-level issues and recommending effective, alternative solutions.
Working within a large and diverse System Development Life Cycle (SDLC) environment.
Demonstrated ability to communicate clearly and effectively, both verbally and in writing, to ensure shared understanding across teams and stakeholders.
Strong customer service skills, including active listening, empathy, and effective problem-solving.
A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.
Preferred Qualifications
Experience working with mainframe databases such as ADABAS, Oracle, Sybase, DB2, or IMS.
Proficiency with Job Control Language (JCL) and Time Sharing Option (TSO) in a development environment.
Familiarity with ADD (Automated Deployment and Version Control System) and EntireX.
Experience with system documentation, effort estimation, and requirements analysis.
Experience defining and enforcing technical standards and best practices across development teams.
Advanced analytical and problem-solving skills, with the ability to assess issues, recommend and implement effective solutions, and evaluate outcomes.
Demonstrated ability to troubleshoot and resolve complex, system-wide issues independently.
Excellent attention to detail and strong time management skills, with the ability to prioritize and meet deadlines in a dynamic environment.
