This position serves our partners at Minnesota Management and Budget (MMB). MNIT MMB supports critical business operations for the State of Minnesota, including enterprise human resources and payroll, state employee insurance, and benefits administration. The team also provides the technical expertise necessary to manage the state budget and provide economic forecasts to policymakers.
As a Senior PeopleSoft Application Developer you will provide project leadership for the enhancement, maintenance, and operation of the statewide Oracle/PeopleSoft Human Capital Management (HCM) and Enterprise Learning Management (ELM) Information Systems. Provide team leadership for feasibility/upgrade studies, system designs, implementation and enhancement of the complex ELM and HCM Information Systems. Provide advanced technical guidance, advice and assistance to state technical staff, state functional staff, and others as needed. Perform advanced developer duties including system design, programming, testing, and troubleshooting. Provide expertise to other technical or functional groups as needed (ELM, FMS, EPM, etc.). Participate in development for legislative and bargaining issues affecting the labor negotiation process. Incumbent will have access to, and be exposed to, bargaining related material and discussions without censure.
This position acts as the HCM Application Technical Lead of the Statewide Human Capital Management Information Systems. HCM includes Recruiting Solutions, Human Resources, Benefits Administration and Payroll Oracle/PeopleSoft modules. These functions are mission-critical for the State of Minnesota. Errors and problems in these modules could have significant cost, penalty, and legal impacts. The incumbent of this position will serve as the lead in maintaining, improving, and troubleshooting HCM/ELM functionality. They will provide expertise and project management to other technical and functional staff in support of this area. The state acronym for HCM is SEMA4 (Statewide Employee Management), and the terms SEMA4 and HCM are often used interchangeably not only within this document but also within the teams that use it.
This is a Remote Worker position (https://mn.gov/mmb-stat/policies/1447-remoteworker.pdf) , where the employees home address shall serve as their official work location and must be located within the continental United States. Remote work is a condition of employment.
Minimum Qualifications
Position requires a minimum of five (5) years of experience in an information technology role with primary responsibility for advanced application development using PeopleSoft Technologies.
Experience must include:
· Oracle/PeopleSoft HCM software.
· Oracle/PeopleSoft application development tools, i.e., PeopleTools.
· SQL.
· Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
· Customer service skills that include active listening, empathy, and problem-solving.
A Master's degree in Information Technology or a related field substitutes for three years of experience, OR a related Bachelor's degree substitutes for two years, OR a related Associate's substitutes for one year.
Preferred Qualifications
Excellent analytical capabilities; strong communication skills; ability to work independently, be proactive andaccountable for own deliverables.
Creativity in developing resourceful solutions to deal with constantly changing information technologies.
Extensive work experience with a combination of PeopleSoft HCM 9.2, PeopleSoft ELM 9.2, People Tools 8.60+ and Fluid application development
Understanding of business processes and requirements
Experience with version control/migration tools for PeopleSoft such as Phire
Experience with batch job scheduling tools for PeopleSoft such as AppWorx
Demonstrated experience as a PeopleSoft application development lead, or team lead (especially for the ITS 5 role)
Ability to estimate development costs.
Public Sector experience.
