Summary This is a detail opportunity open to Department of Navy permanent civilian employees in the competitive service currently at the NH-02 grade level (or higher). The selectee will be placed on a temporary detail not to exceed 1 year. The detailee for this position will serve as a person in the office of SWFPAC. Responsibilities You will provide strategic weapons and strategic weapons system support to the fleet and other designated activities, and to perform other such functions and tasks as may be directed by higher authority. You will assist the Contracting Officer with planning the overall contracting approach for procuring a variety of requirements. You will assist to determine the appropriate method of procurement (e.g., simplified acquisitions or negotiation) using a wide range of contracting methods and contract @types. You will evaluate contractor performance for compliance with terms and conditions of contracts, and ensures timely submission of technical progress reports and performance metrics. You will serve as a business advisor to a wide range of SWFPAC customers. You will serv as the SWFPAC GCPC Certifying Official to certify that the purchase card invoice is legal and proper for payment. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement. Additional Information This is a competitive detail not to exceed one year and is intended to provide an opportunity to gain the competencies necessary to perform the duties of a Contract Specialist. If selected there will be no change in your salary. Upon successful completion of one year, you may be eligible to compete for NH-1102-02, Contract Specialist positions. Detail cannot result in a promotion or permanent position without further competition. Detailee will continue to be paid by the home command, and salary will be reimbursed. This position may be subject to the priority Placement Program. This position is covered by the Department of Defense Priority Placement Program.
