Colorado's Administrative Review Division (ARD) serves as an independent third party review system under the auspices of the Colorado Department of Human Services. The ARD manages quality assurance and quality improvement programs for Colorado's child welfare and adult protective services systems. Specifically, the ARD is the mechanism responsible for the federally mandated Case Review System and a portion of the Quality Assurance system for Colorado's child welfare and adult protective services systems.
With an ultimate passion of providing permanency and well-being for Colorado's children, and the safety and protection of at-risk adults, the ARD works closely with Colorado's counties to train, measure, and assess their adherence to State and Federal regulations. Such regulations are in place to assess and encourage that the needs of the families, children, and at-risk adults are being appropriately addressed.

Description of Job
HYBRID; Minimum of 2 days on-site, three days remote
Please note: These working arrangements are subject to change.
This position will provide independent third party review and quality improvement processes for Colorado's Adult Protective Services (APS) system. These reviews and quality assurance processes include reviews of APS reports and cases. The APS Quality Assurance Process provides oversight and supervision of the county supervised delivery of APS services to at-risk adults. This position will be responsible for conducting qualitative case reviews of investigations, assessments, and delivery of services to at-risk adults by county department of human/social services. County engagement with at-risk adults will be reviewed for quality based on practice expectations as outlined in statute and Volume 30. In determining the need for the quality assurance process, staffing models, and organizational structure, the APS quality assurance process was modeled after the current child welfare qualitative case review system managed by the Administrative Review Division. As such, staff are functionally equivalent to the existing Compliance Investigator II positions that conduct Administrative and Qualitative Case Reviews within the child welfare system.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Experience is calculated on a full-time equivalency basis, therefore, it is important to accurately note the hours you averaged per experience section entry. Volunteer work or related @type of experience may be used to meet the qualifications, but must be clearly documented. It is paramount that in the experience portion of the application, the applicant describes the extent to which they possess the education, experience, competencies and background as they relate to the duties outlined in the job announcement.
Experience Only:
Six (6) years of relevant experience in an occupation related to the position.This experience must include two (2) years conducting APS investigations, provisioning of adult services, or supervision of professional social caseworkers in APS within Colorado.
Experience must demonstrate working knowledge and familiarity with Volume 30 Regulations, Human Services Statute, and APS processes. Experience must also demonstrate the following: Ability to read and evaluate multiple volumes of @typed and/or hand-written case materials on a daily basis; and possess intermediate computer skills to enter information into various databases, produce reports, and email information to colleagues and others.

Education and Experience:
A combination of related education in social work, psychology, sociology, criminal justice, law, or a field of study closely related to the work assignment and/or relevant experience in an occupation related to the work assigned equal to six (6) years. This experience must include two (2) years conducting APS investigations, provisioning of adult services, or supervision of professional social caseworkers in APS in Colorado.
Substitution:
Additional related education will substitute for the required experience on a year-for-year basis.
Additional experience may be substituted for the education on year-for-year basis.
Preferred Qualifications
Strong preference will be given to candidates with experience conducting quality assurance reviews for the APS system and candidates certified through the Colorado Adult Protective Services Training Academy.
Exceptional communication skills, including demonstrated success in developing curriculum and providing training utilizing adult learning theory.
Demonstrated working knowledge and experience utilizing the Colorado CAPS data system
Preference will be given to candidates who possess a graduate-level degree from an accredited college or university in criminal justice, law, social work, psychology, or sociology.
Attended mandatory investigation training
Prior quality assurance experience
Demonstrated working knowledge and understanding of federal and state law and how it applies to the administrative review process;
Ability to derive logical conclusions from available information, utilizing a combination of judgment and formal guidance, in order to determine if departmental objectives have been met;
Ability to effectively communicate in both written and oral format to prepare and present review findings and provide technical assistance;
Ability to set and prioritize workload, identify short- and long-term goals and develop strategies to achieve them.
Conditions of Employment
Candidates must possess a valid, unrestricted U.S. Driver's License upon date of hire and maintain throughout employment in this position.
Candidate must be willing and able to travel throughout the State to assigned areas.
Candidates must pass a Full Colorado Bureau of Investigation background check
Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant's prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
