We are seeking a highly skilled and experienced Foreign Military Sales (FMS) Program Manager to lead U.S. Government Foreign Military Sales (FMS) programs. This role will be responsible for managing program activities for FMS customers, ensuring the successful execution of the program, and working with internal and external stakeholders to provide critical support services.

DUTIES & RESPONSIBILITIES:

Program Management: Oversee the planning, execution, and management of FMS programs, ensuring alignment with customer requirements, contract terms, and U.S. Government regulations.

Customer Engagement: Serve as the primary point of contact for FMS customers, building strong relationships, ensuring customer satisfaction, and addressing concerns related to logistics support and sustainment.

Contract Compliance: Ensure compliance with all relevant policies, procedures, and regulatory requirements for FMS programs, including International Traffic in Arms Regulations (ITAR).

Budget and Financial Management: Monitor program budgets, tracking expenditures, forecasting costs, and managing financial resources to ensure the program is delivered within budget constraints.

Staff Supervision and Coordination: Lead a team of program support personnel, providing guidance, mentorship, and direction. Work closely with engineering, procurement, and production teams to ensure timely and cost-effective support.

Risk Management: Identify and mitigate risks that may affect program success, developing risk mitigation plans and implementing corrective actions when needed.

Documentation and Reporting: Prepare and deliver regular reports to senior management and FMS customers on program progress, issues, and performance metrics.

Continuous Improvement: Identify opportunities for process improvements in logistics operations and contribute to the development of innovative solutions to optimize program performance.

Job Qualifications:

Typically requires a Bachelors, Masters degree in business administration, engineering, information technology or related discipline as well as eleven or more years of progressively complex program administration experience with at least five of those years managing program. Equivalent professional experience may be substituted in lieu of education.

Strong leadership and team management abilities, with a proven track record of leading cross-functional teams.

Proficient in Microsoft Office Suite and program management software (e.g., MS Project, SAP).

Strong problem-solving skills, with the ability to think strategically and adapt to changing priorities.

Demonstrates technical expertise and application of program management principles, concepts, and practice as well as program management and leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.

Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.

Customer focused, must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required.

An ability to thrive in a dynamic environment and adapt to changing requirements is desired

Ability to obtain a maintain a DoD secret security clearance

Desirable Qualifications:

Project Management Professional (PMP) certification is desirable

Military or civilian experience in aviation operations, Intelligence, Surveillance and Reconnaissance (ISR), and/or UAV/RPA operations, employment, concepts, principles, and practices.

FAR 15 compliant Government Proposal experience is desirable

Strong understanding of Foreign Military Sales processes, defense contracting, and U.S. Government procurement regulations (FAR, DFARS).

Familiarity with DoD logistics systems and tools.

Previous experience working in an international or multi-cultural environment.

Knowledge of foreign military equipment, systems, and logistics requirements.

Salary: $90,930-$162,788
