JOB SUMMARY
The ADD OCC Qualifications & Certification is responsible for the design, development, implementation, and oversight of Metro-North Railroad (MNR) Certification of Dispatcher's program in accordance with 49 Code of Federal Regulations (CFR) 245, MTA guidelines, MNR protocols, and other regulatory, operational, and safety guidelines to ensure the efficient performance of the Operations Control Center (OCC).
DUTIES AND RESPONSIBILITIES
Develop, maintain, implement, and oversee the MNR 49 CFR 245 - Certification of Dispatchers Program, ensuring compliance with qualification and certification standards for Rail Traffic Controllers/Dispatchers.
Maintain certification records for all certified dispatchers at MNR.
Develop and manage a confidential recordkeeping system to track certification holders, recertification cycles, and routine individual audits. Ensure accessibility for Federal Railroad Administration (FRA) audits and internal MTA/MNR users.
Oversee and perform audits and monitor the Operations Control Center (OCC) workforce to ensure compliance with Operational Testing Program (OTP) per 49 CFR 217.
Maintain and update the Rail Traffic Controller (RTC) Manual, ensuring clear and complete instructions specific to RTC operations.
Represent MNR in FRA, Association of American Railroads (AAR), and other regulatory authority committees, participating in program audits, reviews, and legislative discussions.
Direct and implement certification revocation procedures as necessary, leading responses to certificate review board hearings and appeal proceedings.
Oversee the development, tracking, and implementation of corrective actions for identified deficiencies; provide reinstruction and initiate disciplinary actions when required.
Oversee and conduct targeted audits of safety-critical tasks performed by RTCs, ensuring adherence to 49 CFR 245 regulations.
Oversee and perform OCC Compliance Officer duties, including monthly interdepartmental radio review meetings and RTC communication analysis.
Prepare comprehensive reports detailing audit findings, compliance status, and incident investigations for senior management.
Support the implementation of safety-critical software and hardware upgrades, including Positive Train Control (PTC), Enhanced Employee Protection System (EEPS), and Plate Order Protection System (POPS).
Investigate MNR operational incidents linked to OCC and provide expert witness testimony when required .

KNOWLEDGE, SKILLS AND ABILITIES
In-depth knowledge of 49 CFR 245: Certification of Dispatchers.
Knowledge of rail Operations Control Center (OCC) dispatching operations, MNR operating rules, MNR safety rules.
Ability to perform audit and inspection of human-machine interface systems.
Strong leadership, organizational, and communication skills with thorough knowledge of administrative functions including the ability to work independently and/or simultaneously on multiple tasks.
Must be proficient in Microsoft Office to include Excel, Word, Power Point.
Must possess strong verbal, presentation, and written communication skills to be able to communicate effectively with various departments and levels of management throughout Metro-North and other MTA Agencies.
Must be able to maintain a high degree of confidentiality and discretion.
Must be able to adjust work schedule to accommodate special projects as necessary, including periodic night shifts and weekend coverage.
Must be able to respond to emergencies 24 hours a day, 7 days a week
Must possess a valid driver's license.
REQUIRED EDUCATION AND EXPERIENCE
Bachelor's degree in Engineering , Safety, Auditing, Risk Management, Transportation or related field. Demonstrated equivalent experience, education and/or technical credentials to include an additional four (4) years of related experience may be considered in lieu of a degree.
Minimum seven (7) years as an RTC / Train Dispatcher or other relevant FRA regulated experience in a Transportation Operations environment including three (3) years' experience in auditing and/or quality assurance.
Minimum five (5) years of experience supervising and/or managing professional staff, diverse workforce, project and/or process.
At time of MNR's Certification of Dispatcher program implementation, must be certified as a dispatcher per 49 CFR 245. This certification must be maintained throughout tenure in this role.
The following is/are preferred :
Working knowledge of Metro-North Railroad Physical Characteristics.
Professional Certifications such as Certified Quality Auditor, Associate Safety Professional (ASP) or Certified Safety Professional (CSP).
Working knowledge of applicable federal, state, and local regulations including the Federal Railroad Administration (FRA).
Familiarity with Positive Train Control (PTC), Enhanced Employee Protection System (EEPS) and Plate Order Protection System (POPS).
Microsoft Access or Power BI.

This is a policy maker position. Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company's discretion.
This position requires a driver's license. Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
Current employee applicants should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
