Direct Care & Treatment (DCT) has new and exciting opportunities on our team as an Employee Insurance Coordinator. This new team will be made up of three alike positions that will act as our agency representative and liaison with Minnesota Management & Budget (MMB) and the State Employee Group Insurance Program (SEGIP) in the administration of the state employee group insurance program. This team will manage all necessary coordinated services for insurances, optional coverages, and retirement plans for all employees within Direct Care & Treatment.
Other duties may include:
Ensure new employees are provided information about the state employee group insurance program and are aware of their responsibility to enroll in their desired benefit coverage
Answer questions from employees desiring to make changes in benefit coverage when they have a qualifying life event
Ensure employee's confidential Personal Health Information (PHI) is handled according to federal HIPAA standards and state data practice laws and regulations.
Determine eligibility for potential retirees and provide individuals about retiree insurance benefits and collaborate with the Minnesota State Retirement System (MSRS)
Assist employees during Open Enrollment annually, providing individual meetings upon request
Attend all trainings required by Direct Care & Treatment and the State Employee Group Insurance Program (SEGIP)
As the Employee Insurance Coordinator, you will be required to participate in New Employee Orientation (NEO) at the Anoka Metro Regional Treatment Center on a bi-weekly basis. Employee Insurance Coordinators may also need to provide backup coverage to other Employee Insurance Coordinators at our Moose Lake and St. Peter facilities. Travel expenses may be reimbursed based on the AFSCME contract.
This position requires an employee to be onsite at Vadnais Heights, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

Only candidates residing in Minnesota or a state bordering Minnesota (Iowa, North Dakota, South Dakota, or Wisconsin) within 50 miles of the work address listed above are eligible for telework.

Minimum Qualifications
Must have one (1) year of experience working with employee insurance benefits.
Experience must include:
Processing employee insurance benefits for new and existing employees
Knowledge of retiree eligibility and retiree insurance benefits
Knowledge of Human Resources processes and applicable state and federal employment laws, rules, and regulations
Applying employment contract language, personnel rules, policies, and procedures as it pertains to employee benefits, transactions, and/or payroll.
Strong attention to detail and organizational skills sufficient to ensure policies, bargaining agreements, personnel plans, processes, procedures, laws, rules, and regulations are followed accurately and consistently.
Demonstrated communication skills sufficient to interact with a variety of clientele at all levels in order to communicate effectively, accurately and in an understanding, timely manner, all while maintaining confidentiality
Preferred Qualifications
Knowledge of retirement benefits related to Corrections Early Retirement Program and General Employee Retirement Programs
Working knowledge of SEMA4
HR experience with the State of MN
