In September 2008, under the Department of Defense's Utility Privatization Program, American Water was awarded ownership and a 50-year contract for the operations and maintenance of the water and wastewater distribution and collection systems and treatment facilities at Fort Johnson in Leesville, Louisiana. Our responsibilities include system capital investment, regulatory and environmental compliance, planning, asset recapitalization, and long term operations and maintenance. The potable water distribution system consists of ground water supply, treatment, storage, and piping. There are twelve active wells supplying water through a network of 100 miles of pipe and being stored in 14 elevated and ground tanks with a combined capacity of 7 million gallons. The wastewater collection system includes two wastewater treatment plants with a capacity of 1.4 and 3.8 million gallons per day (MGD) both serviced by 82 miles of pipe. The water and wastewater systems at Fort Johnson serve a population of just under 20,000. Primary Role Responsible for ensuring compliance with all environmental, health and safety regulations and requirements at the facility. In addition, this technical position will provide trouble shooting and corrective action support to the project operations, maintenance and capital staff. Key Accountabilities Implement, document and provide training on the Company's Environmental, Health and Safety Policies as well as any applicable OSHA requirements. Provide assistance in auditing and ensuring compliance with facility's Load Program, enter work orders into the CMMS utilization of and execution of the CATF program, as well as all site environmental plans. Observe, document, train and provide feedback to MSG staff and third-party vendors as well as contractors performing work at the facility. Lead all near miss and actual EH&S incidents and accidents analysis and corrective/preventative measures. Perform required H&S inspections, JSO's and OBA's. Routinely perform audits in EH&S areas of maintenance, water and wastewater facilities for regulatory and company policy compliance, prepare audit findings and ensure closure/corrective actions. Assist in the preparation of all permit applications, preparation of regulatory reports, provide monthly EH&S and Compliance reporting. Provide support, sample validation reports, Lab QA/QC documentation, and interact/reporting (as necessary) with regulatory agencies (approved by manager). Perform other duties as assigned. Knowledge/Skills Develop and execute strategic approaches to short- and long-term objectives and goals; monitor and report on the compliance status/progress of the facility's objectives and goals. Proactively introduces change into the facility to address emerging issues. Encourages the effective use of technology to improve facility operations and maintenance. Articulates complex issues verbally and in writing to technical and non-technical people. Training skills. Interact with colleagues, direct reports, governmental agencies, consultants, contractors, and the general public. Computer literacy. Competent word processing a spreadsheet programs, and computerized maintenance management systems and process control software. Broad working knowledge of Federal Clean Water Act, NPDES requirements, OSHA standards both 1910 General Industry and 1926 Construction, Safe Drinking Water Act, Clean Air Act, FAR requirements, and other federal, state and local regulations that affect AWE-MSG project operations. Solid knowledge related to EH&S Compliance management of water and wastewater systems and processes. Knowledge of company procedures, policies, and operations. Knowledge of quality control systems and compliance standards. Knowledge of laboratory processes, procedures and requirements relevant to the water and/or wastewater industry. Knowledge of DOT and SHA practices/policies. Experience/Education High School Diploma or GED is required. Degree in environmental engineering, chemistry, biology or environmental science, business administration, or other related field is preferred Applicable EH&S qualifying experience or training will be considered. Minimum of 5 years' experience in water/wastewater industry or related field. Minimum of 1-year experience in water and wastewater industry compliance for environmental, health and safety programs. Certifications/Licenses Industry related EH&S certifications, water and/or wastewater license an advantage. Must possess a valid state driver's license and successfully pass a motor vehicle report. Work Environment Office/Field 30/70. In addition to American Water's pre-employment screenings, this position requires the ability to pass a Department of Defense background check for access to the military installation.
