Description of Job
The Division of Professions and Occupations provides consumer protection through its regulation of more than 610,000 licensees within more than 50 professions, occupations and businesses in the State of Colorado.
The work unit exists to provide oversight of operations in the Division to ensure customer friendly delivery of services internally and externally. The unit exists to provide collaborative, and strategic planning and assistance in operational functions including centralized services, external affairs, programs, data analytics, continuous improvement/process refinement, asset management, board support, centralized onboarding for staff, and staff training.
Position: SJA 9768
The purpose of this position is to support the Division, either directly or through direct reports, by reviewing internal processes to identify opportunities for improvement, by providing workload support, by training new employees on existing processes, and by training existing employees on new processes and ongoing processes. This position engages in an ongoing review of internal processes to determine the need to make adjustments and to identify the opportunities for improvement. Working in conjunction with the Senior Program Directors, and Centralized Services directors/managers, this position determines where workload holes or bottlenecks exist across the Division at any given time. This position is responsible for managing assignments of direct reports to assist in these needed areas as determined and for providing similar support directly if required. This position is further responsible for providing training to division staff and new employees, and for managing training assignments of direct reports, in order to onboard new employees or update existing employees on any approved process changes, or ongoing training needs.
Duties include, but are not limited to:
Evaluating the Division's need for process changes based on various factors, including new legislation, volume of work, employee and consumer feedback, and technological changes;
Recommending an appropriate course of action for process improvements that support the goals of the Division as measured by approved metrics, by identifying strengths, weaknesses, opportunities and threats (SWOT) across the Division;
Identifying and implementing training and mentorship models and opportunities for staff at all levels;
Ensuring that the SWOT unit is providing help to work units across the Division-this position assigns the SWOT staff and provides direct assistance as needed;
Onboarding new personnel and to providing education and training to existing personnel regarding Division processes, software and hardware.
Creating and updating content for new hire onboarding as it relates to the overview of the Division, the overview of the position, setting up hardware and software, using hardware, and using software like eLicense.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM QUALIFICATIONS (MQs):
There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience
Option 1: Experience
Eight (8) years of full-time professional* work experience in a government environment or in the public sector performing the following:
Working with stakeholders, including regulated entities, members of the public, and staff, explaining and clarifying policies and/or procedures;
Supporting and/or ensuring the follow-through of established processes and procedures within a work unit;
Utilizing and navigating computer systems/programs/applications and working with data, including entering, verifying, and maintaining information while ensuring accuracy and completeness.
Of the eight (8) years, one (1) year must have included formal supervisory** experience.
Option 2: A Combination of Education AND Experience
Associate's Degree and Experience: Graduation from an accredited college or university with an associate's degree in business, business administration, communications, political science, psychology, public administration, or a field of study related to the work assignment; AND
Six (6) years of full-time professional* work experience in a government environment or in the public sector performing the following:
Working with stakeholders, including regulated entities, members of the public, and staff, explaining and clarifying policies and/or procedures;
Supporting and/or ensuring the follow-through of established processes and procedures within a work unit;
Utilizing and navigating computer systems/programs/applications and working with data, including entering, verifying, and maintaining information while ensuring accuracy and completeness.
Of the six (6) years, one (1) year must have included formal supervisory** experience.
OR
Bachelor's Degree and Experience: Graduation from an accredited college or university with a bachelor's degree in business, business administration, communications, political science, psychology, public administration, or a field of study related to the work assignment; AND
Four (4) years of full-time professional* work experience in a government environment or in the public sector performing the following:
Working with stakeholders, including regulated entities, members of the public, and staff, explaining and clarifying policies and/or procedures;
Supporting and/or ensuring the follow-through of established processes and procedures within a work unit;
Utilizing and navigating computer systems/programs/applications and working with data, including entering, verifying, and maintaining information while ensuring accuracy and completeness.
Of the four (4) years, one (1) year must have included formal supervisory** experience.

SUBSTITUTIONS:
Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree. A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment will substitute for the bachelor's degree requirement.

Demonstrated experience utilizing data to determine changes in processes, in order to ensure quality, cost, and time efficiencies;
Demonstrated experience providing training to staff on policies, procedures, and position requirements;
Demonstrated leadership/mentorship experience, specifically, guiding and motivating employees while facilitating the implementation of established, new, or amended processes.
Demonstrated customer service experience, including providing information to the public and external stakeholders, while maintaining confidentiality as necessary.
