Responsibilities If selected for this position, The incumbent will be responsible for conducting studies and analyses of administrative support services and provide recommendations for improvements and provide a variety of routine contracting and procurement activities. Provides a variety of administrative support services to the United States Attorney's office (USAO), Western District of Louisiana in the following areas: program analysis, contracting and procurement activities, property management, records management and facilities and space management, internal controls, mail, reproduction services, forms management, and communication services. This is developmental position leading to the full performance Administrative Services Specialist. Performs analyzes of support services requirements and develops internal operating procedures based on changes of policy. Administers a variety of routine contract operations; provides guidance in development of statements of work, procurement activities and contract monitoring. Prepares, coordinates, reconciles, and oversees the procurement, requisition, and purchase of equipment, supplies and other miscellaneous items. Maintains an accurate property inventory program and associated records in relation to property management. Promotes and coordinates effective records management programs with agency personnel in accordance with Department of Justice and EOUSA policies. Coordinates facilities and space management needs based on proposed initiatives, staff changes and technology improvements. Manages the certification of obligations, analyzes expenditures, identify cost variables ensuring all financial records, i.e. obligations, expenditures, delivery status and available balances, are accurate and supported by proper fund control documentation. Requirements Conditions of Employment Qualifications GS-09: One full year of equivalent at GS-07 level in Federal Service. Specialized Experience: which is in or related to work that involves reviewing requisitions and determining appropriate method of procurement; making purchases within delegated monetary authorization and established guidelines, ensuring procurement actions are completed in the most cost-effective manner possible; maintaining an accurate property inventory by program area and location in computerized property accountability system. Education: One of the following @types of education in a related field education in a related field (e.g., Business, Accounting, Finance): Master's or equivalent graduate degree (such as an LL.B.); OR 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D., if related. .Combining Education and Experience: Combination of specialized experience as described in A and graduate education as described in B which when combined equal 100% of the requirements. Only graduate education in excess of one (1) full year is creditable. To compute the percentage divide your total months of qualifying experience by 12. Specialized Experience: Work that involves performing such duties as preparing statements of work or statements of objectives, and other documents necessary for procuring supplies and services prior to a formal solicitation process; conducting market research to determine appropriate contract @type; establishing procurement plans through review of history, market conditions and specifications; monitoring contract and ensure delivery; documenting inspection and acceptance of deliverables; reviewing and approving or rejecting invoices for payment. Specialized experience is defined as performing analysis on management issues; identifying issues in need of study; developing analytical methods and preparing option papers to present findings; recommending reallocation of resources or increase automation; analyzing and evaluating current work methods and procedures; utilizing manpower, using equipment and management controls to develop long and short term goals, providing assistance to senior officials, providing a variety of support services to an organization which include space management, purchasing supplies and equipment; requesting proposals for supplies and equipment; reviewing bids for supplies and equipment; responsible for property security and inventory; and/or maintaining and overseeing a Records program for an organization. Specialized experience also includes serving as Contracting Officer Representative for construction, maintenance, service contracts and all minor repair projects; overseeing building renovation and recommends relocation of personnel and space for organization management and procurement program. This is an onsite position. The official duty station is 300 Fannin Street, Suite 3201, Shreveport, LA 71101. While there may be occasional opportunities for ad hoc telework. This position is not eligible for routine telework. Telework policies are subject to change due to workload demands and onsite staffing needs.
