Summary The Supervisory IT Specialist, Strategic Operations; Service, Quality and Support (SQS) is located within End User Operations (EUO), Office of Information and Technology (OIT), DSO. Major Duties: Responsible for IT Asset Management mission areas of automation, inventory, data management, databases, corporate reporting services, and system administration. Routinely interacts and provides advice in the areas of IT asset management, strategy, policy, planning, and governance. Leads and executes the implementation and maintenance of the information management/ information technology (IM/IT) related to IT Asset Management program delivery. Interprets VA and federal IT policies in order to support the program director in developing and promulgating IT strategies, plans and policies that ensure compliance with prevailing laws and establish standards and procedures. Performs functions as a technical expert in translating asset management requirements to leadership concerning strategic plans and policy requirements. Provides expertise in VA policy, goals and standards to support audits and investigations as they relate to asset management, and with recommendations for business improvements and compliancy. Responsible for reviewing and understanding the procurement, development, integration, modification, or operation and maintenance of the IT Asset Management program, associated applications, databases, components, and processes across the VA to support audits and investigations. Interprets federal IT policies in order to support the program director in conducting audits and investigations and promulgating internal agency IT strategies, plans and policies. Researches, plans and supports information systems, data, applications, and other system improvements, to include incorporation of new requirements and other technical data for asset management systems and inventory system of record interfaces. Analyzes and evaluates IT project development, progress and performance. Responsible for the drafting and updating internal organization IT policies, procedures, and plans. Monitors and audits the implementation of higher-level asset management policies across all areas of the organization. Incumbent responsible for IT Asset Management mission areas of automation, inventory, data management, databases, corporate reporting services, and system administration. Leads, coordinates, communicates, integrates, and is accountable for the overall success of the program, ensuring alignment with agency or enterprise priorities. Examines data from multiple disparate sources with the goal of providing new insight and continual service improvement. Designs and implements custom strategies and plans, workflow processes and layouts for complex, enterprise-scale data sets used for modeling, data mining and research purposes. Directly manages IT projects; provides overarching asset. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
