Are you a creative problem-solver with a passion for graphic design and public communication? The City of Casper is seeking an experienced Marketing and Graphic Designer to help lead our visual storytelling, branding, and community engagement efforts.
In this exciting role, you'll play a key part in how we communicate with Casper's citizens through print, web, and social media platforms. From campaign development to design execution, your work will help inform, engage, and inspire the community.
What You'll Do:
Design compelling graphics, publications, and visual materials that align with the City's brand.
Support marketing, public information, and public engagement initiatives across departments.
Maintain and update City web content; assist with front-end development and digital presence.
Create and manage content for social media platforms and e-marketing campaigns.
Help coordinate public outreach efforts and community events.
Monitor design trends and engagement data to inform creative strategy.
Incumbent is responsible for the oversight of marketing, public information, and public engagement activities and the graphic design elements of these responsibilities for City of Casper with emphasis on developing public information for City of Casper Utility customers and utilizing all modes of media.
REPORTING STRUCTURE:
Receives general supervision from the Manager of Public Engagement or higher-level management staff.
Typical Class Essential Duties
Provides assistance and support for communication, marketing, public information, and public engagement projects, initiatives, and events as assigned.
Analyzes data, as well as performance metrics, to help shape marketing, public information, and public engagement strategies.
Assists with front-end development of the City's website, creates new web content, and
regularly performs website maintenance.
Collaborates with the Public Engagement staff and others to plan, develop, implement, and manage communication, marketing, public information, and public engagement initiatives.
Develops and maintains graphic and brand standards and assists in implementation and maintenance throughout the organization.
Creates concepts and provides graphic and visual design for flyers, posters, brochures, publications, annual reports, PowerPoint presentations, and similar print material, as well as digital format graphic design on the City's website, social media, branding, and iconography, form design, and other special services as required.
Assists with the City's social media presence including social strategy, content development, and audience interaction.
Coordinates assigned projects; identifies and reports progress to help keep the projects on track.
Monitors web trends, social media trends, and e-marketing best practices to recommend for implementation.
Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.

Training, Experience & Certifications
EDUCATION and EXPERIENCE
-High school diploma or equivalent (G.E.D.) required.
-Minimum of three (3) years of professional experience in marketing, public engagement, and graphic design. Public sector/local government experience is preferred.
-Associate's and/or Bachelor's Degree in Marketing, Communications, Graphic Design, or a closely related field preferred, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed below.
LICENSING and CERTIFICATION REQUIREMENTS
-Possession of a valid Wyoming Driver's License preferred.

Employment with the City of Casper is contingent upon a successful background screen and pre-employment drug test. Applicants who have failed a pre-employment screen or have been terminated from the City of Casper are ineligible for employment consideration for 12 months. You will become eligible for consideration 12 months from the date of your incident (pre-employment screen or termination).
As a condition of employment, the successful candidate must utilize direct deposit for payroll purposes.
Driving records are required for all new employees regardless of the position's driving requirements. If the employee has not held a Wyoming driver's license for the last three years, the employee must provide at their own initiation and expense a driving record from their previous state(s) of residence.
Physical and Environmental Conditions:
City of Casper employees in data creation and modification, security sensitive or safety and protective positions are subject to pre-employment drug testing. Some employees may be subject to random drug testing if their responsibilities include:
-Emergency response/rescue
-Handling or working with hazardous materials, including chemicals as well as solid and liquid waste
-Operating or maintaining water and wastewater systems
-Writing or modifying code, maintaining, or modifying City data systems including work on networks, servers, and communication systems

Creating or modifying health, financial, security and/or risk documents or assessments
Working with or directing minors
Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions.
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Incumbents in this position typically work indoors in an office environment and are subject to the common noises associated with office work including telephones, copiers, and printers. The position requires frequent sitting, typing, and customer contact, both by telephone and in person. This position may also require going out in the field to better understand Utilities and other City of Casper operations; personal protective equipment such as safety toe shoes, eye protection, safety vest, and
hard hats be required for fieldwork.
