PAY GRADE 175: $94,256.66 to $136,672.15 Annual Salary ($45.32 - $65.71 Hourly rate) Bi-weekly Rate, depending on qualifications. Typically hire at minimum.

GENERAL PURPOSE
This position directs and oversees city-wide technical project implementations. The position manages, supervises, and coordinates the work of Information Technology Project Coordinators to provide excellent consulting, care, customer service, business analysis, and project management, yielding timely and quality solutions to all customers, including the research, vision, planning, development, implementation, documentation, and follow up of application software and hardware projects, web projects, and other services to meet customer objectives and ensure alignment with the city's business requirements, policies, and technical standards. Receives direct supervision from the Information Technology Division Director. Exercises direct supervision over the Project Coordinator staff.
ESSENTIAL JOB FUNCTIONS
Work closely and harmoniously with other IT Division supervisors to manage daily information technology work and provide high-quality, timely, and courteous customer service to internal and external customers.
Assist in providing a technical and customer service vision for the city and develop and administrate the Information Technology Division plans, policies, procedures, and budget appropriately directed by management.
In a professional manner, direct all IT Project Coordinator's project development, implementation, and follow-up, including assigning work activities, tasks, and projects; regularly meet with staff to plan work; create project documentation; review the productivity of staff; ensure methods and procedures are consistent with policies and standards; resolve problems; receive staff reports; and secure other information technology and non-information technology resources as needed.
Supervise the activities and productivity of Project Coordinator staff.
Provide highly accurate project/program resource requirements and timelines.
Review high-level deliverables across projects.
Expertly perform customer account management, business analysis, and project management functions.
Identify resources needed for projects and assign and manage individual responsibilities; lead internal teams/task forces; review the status of team member assignments across projects; address issues as appropriate.
Prepare and implement project reviews and quality assurance procedures.
Ensure project documents are complete, current, and stored appropriately; ensure project legal documents are completed, signed, and recorded.
Train IT Project Coordinator staff in the techniques of account management, customer care, customer service, business analysis, project management, and documentation.
Perform performance reviews and manage subordinates to enhance productivity, promote staff well-being, resolve conflict and contention, and maintain positive staff relationships with users and vendors.
Enhance staff productivity to meet individual, project, information technology, and management objectives.
Assure adherence to city
project governance, policies, and procedures; create and use initiation, scope, and completion documents for all projects; include justifications, time estimates, one-time costs, annual maintenance costs, and ROI.
On a case-by-case basis, assist in determining the city's best "buy versus build" approach.
Proactively coordinate with end-user project leaders and stakeholders to identify technologies, manage projects, and assure excellent customer service; meet enterprise business requirements, ensure business continuity, and adhere to city technology, policies, standards, and governance.
Coordinate with vendors on new and existing products, evaluate their usefulness and cost, and make recommendations.
Research new technologies and technologies used by other public entities.
Proactively present new technologies to users.
Conduct or assist in conducting various studies, investigations, and discovery operations of information technology data and systems related to various programs, policies, personnel, and procedures appropriately directed by management.
Serve as staff on various committees; prepare and present reports and other necessary correspondence.
Provide responsible staff assistance to the Information Technology Division Manager.
Assist and train end-users and other city personnel in various information technology topics and procedures.
Participate in safety and risk management activities; take action to reduce liability to the city.
Attendance and punctuality are essential functions of this position. Employees are required to work as a team and frequently meet with co-workers and supervisors; employees are required to communicate in person with the public during office hours; and employees are required to use on-site equipment.
Perform other related duties as required/assigned.
EDUCATION AND EXPERIENCE REQUIREMENTS
At least five years of increasingly responsible IT, project management, and business analysis experience.
Previous successful supervisory responsibility desirable.
Bachelor's degree in computer science, Information Technology, Data Processing, or a related field.
An equivalent combination of the above-stated work experience and education is acceptable.
SPECIAL REQUIREMENTS
Possession of, or ability to obtain a valid Utah driver's license is required.
Employee will be required to complete NIMS IS100, IS200, and IS700 within three months of hire.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of customer account management, customer service, business analysis, and project management.
Knowledge of individual and team leadership and staff management, supervision, coaching, and mentoring.
Knowledge of information technology engineering methodologies, principles, and practices.
Knowledge of information technology systems architecture including, but not limited to, enterprise applications and systems, enterprise application integration, database and application design, cloud-based solutions, and networking.
Knowledge of business process analysis techniques including, but not limited to, data needs analysis, process modeling, data and process desig
n, and conception and communication of new business process implementation.
Knowledge of project management methodologies and techniques including, but not limited to, requirements definition, scope development, project planning, project tracking, resource allocation, and job costing/accounting.
Knowledge of modern application development methodologies and practices, including common rapid development environments for traditional client/server and browser-based presentation environments and batch processing and systems integration environments.
Knowledge of the methodologies and practices used to extract and create reporting of enterprise data in a database and application environment using commercially available report writers and custom development.
Knowledge of end-user computing platforms and software (desktops, laptops, office software suites).
Skill in evaluating and recommending new technologies, equipment, software, methods, and techniques.
Skill in analyzing complex problems and failures.
Skill in reading and interpreting computer documentation, hardware operating and maintenance instructions, and procedure manuals.
Skill in writing business reports and correspondence.
Skill in speaking effectively before groups of managers, vendors, and employees
