BRIEF POSITION SUMMARY
Performs moderately complex (journey-level) payroll processing work. Work involves processing State Active Duty (SAD) payroll related actions through the Centralized Accounting and Payroll/Personnel System (CAPPS) in accordance with all state and federal laws, policies, and procedures. Maintains payroll records and reports and performs a variety of other payroll processing activities. Serves as backup to the agencys State Active Duty Payroll Specialist. Reports to the Payroll Operations Manager and works undermoderate supervision with limited latitude for the use of initiative and independent judgment.
WORK HOURS: Monday Friday, 8 hours a day, 40 hours a week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
Processes State Active Duty new hire and termination actions in CAPPS.
Enters and/or updates State Active Duty related employee data in CAPPS to include address changes, Employee Withholding Allowance Certificates (W-4), and direct deposits.
Assists with entering State Active Duty related payroll changes in CAPPS to include, but not limited to, deductions, garnishments, returned monies, payment cancellations and replacements.
Serves as the primary liaison between the Office of State Administration Payroll Operations team and TMD J1 SAD Payroll Operations team.
Collaborates with HR on benefits deductions.
Maintains confidentiality and ensures secure handling of sensitive data.
May assist with the preparation of the Monthly Department of Public Safety (DPS)reimbursement requests.
May assist with the processing of payrolls.
May assist with the research and analysis of paymentdiscrepancies.
Distributes paychecks and statements of earnings and deductions.
May answer questions and/or assist with resolving moderately complex issues related to pay.
May assists with CAPPS Calendar Year-end and W-2 processing and distribution.
Attends work regularly and observes approved work hours in accordance with agency state employee policies procedures handbook.
May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends.
Performs related work as assigned.
Qualifications: MINIMIUM QUALIFICATIONS
EDUCATION:
Graduation from an accredited four-year college or university is required. (See Substitution below).
PREFERRED EDUCATION:
Graduation from an accredited four-year college or university with major course work in accounting or related field is preferred.
EXPERIENCE:
Three (3) years experience in payroll processing or related field is required.
Experience using software applications to include Microsoft Word and Excel is preferred.
PREFERRED EXPERIENCE:
Experience using CAPPS, Uniform Statewide Accounting System (USAS), and Texas Identification Number System (TINS) is preferred.
Experience with human resources or payroll data entry is preferred.
SUBSTITUTION:
Additional years of required experience in accounting or financial operations may be substituted for education requirement on a year-per-year basis up to four years.
REGISTRATION, CERTIFICATION OR LICENSURE
A valid driver's license is required. *The ability to obtain a Texas Drivers License will be required within the first 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
OTHER REQUIREMENTS:
Background Investigation. Selected candidate must be able to obtain a CAC and/or pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
