Under the general supervision of the Director of Engineering, the Civil Construction and Right-of-Way (ROW) Manager will provide professional management of city inspection staff, oversight and inspection of infrastructure associated with residential developments and commercial developments. This position will be responsible for all operations including construction, maintenance, and repair of their respective divisions. Plan, organize, manage, supervise, assign, and review all division responsibilities and operations.
EXAMPLES OF DUTIES
Provide technical assistance and information to the Director, consultants, developers, neighbors, and City staff on matters regarding construction projects to ensure conformance with City standards.
Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures; provide technical analysis and information to develop solutions and improve systems and plans; prepare budget requests and recommendations annually.
Manage daily operations of Right-of -Way permitting, public infrastructure construction, inspection, operation, and maintenance including personnel, scheduling, budgeting, inspection; and oversee the construction of various public utility/infrastructure improvement projects.
Provide supervision and coordination of technical personnel and projects and supervise multiple contracts and projects of extensive monetary value to the City.
Review ROW Permit and Wireless Permit applications to ensure compliance with Federal, State and Local codes, regulations, and specifications; serve as the main point of contact for all permitted construction activities, including but not limited to review and inspection.
Monitor permitted work and traffic control plans phases to ensure compliance with specifications for devices, safety laws, rules, and regulations, and the Texas Manual on Uniform Traffic Control Devices.
Coordinate with internal and external stakeholders including but not limited to, ensuring compliance with all applicable laws, codes, and regulations, recommend and resolve issues encountered during construction, and address hazardous and/or unpermitted ROW construction or excavation activities.
Monitor ROW permit process and evaluate timing and flow through the permit review system; assist leadership in evaluation, testing, implementation, and resolution of permit review and inspection system technical difficulties.
Implement procedures for ROW permitting and construction processes, as appropriate; provide recommendation for process improvements.
Develop, implement, and manage complex operations and maintenance projects/programs generally related to effective management of assigned assets.
Work closely with GIS personnel to build and maintain project mapping and provide data for inclusion into as-built system.
Mediate construction standard or specification differences between inspectors, contractors, and developers to explain, and resolve for a positive outcome. Resolve field issues by making minor changes related to Public Works and development projects.
Coordinate with construction inspectors to conduct regular project meetings with the appropriate parties and ensure timely completion of projects.
Respond to neighbors concerns as they relate to ROW and development construction projects, general concerns, or questions.
Hire, train, supervise, and evaluate staff; assess employees performance and prepare performance evaluations in a timely and accurate fashion; counsel and interview employees, resolve informal complaints and grievances, and take necessary disciplinary action in accordance with City policies.
Provide technical advice, update, and write summaries and recommendations to the Director of Engineering and other departments as directed.
Assist in documenting, testing, and investigation of employee accidents, as needed.
Coordinate failures in water lines, sanitary sewer lines, storm water lines, and paving for repairs that are under warranty, which may involve persuasion when out of warranty to minimize cost to the city.
Work with inspectors who perform preliminary and final inspections; determine acceptability of construction work and sign off on project completion; oversee construction project closeout activities.
Perform any other related duties as required or assigned.
TYPICAL QUALIFICATIONS
Bachelors degree in construction, Project Management or related field, and 6 years of public works or construction engineering experience, 3 years of which is in a lead or supervisory role; or equivalent combination of education and experience.
Must possess a valid Class "C" Driver's License and meet the City's driving standards.
Certified Public Infrastructure Inspector Certification (CPII) and water and wastewater licensing or ability to obtain within 12 months of employment or promotion.
Must pass a pre-employment drug screen, physical examination, criminal background check and MVR check.
A technical degree in Computer Aided Drafting or Construction Management is preferred.
