Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of an IT Director within the Office of Information Technology Services/Tax Dedicated Team in Albany, this position will lead a team on the Tax Modernization effort which includes both new development and maintenance activities of several application development teams.Specific duties include, but are not limited to:- Develops and maintains detailed technical task plans for major areas of responsibility.- Defines purpose, scope and objectives of short-term and long-term projects from a technical perspective for the team.- Works with other IT managers within the organization to ensure compatibility of all technical initiatives.- Assigns work to subordinate supervisors. Monitors task progress, reviews major staff initiatives and products, and makes recommendations as appropriate.- Directs meetings attended by IT team(s), agency management, users and other staff to discuss specific projects.- Develops alternative solutions to problems and consults with other IT staff and users to evaluate the effectiveness of proposed solutions.- Develops procedures, standards and controls for the conduct of technical work within team.- Monitors compliance and takes appropriate action as needed.- Writes progress reports for IT and agency management that describe status including the technical, fiscal, and staffing issues associated with project completion.- Develops or participates in the development, interpretation, review and communication of IT policies, procedures and standards.- Analyzes the impact of proposed policy and legislation as they pertain to information systems.- Leads large scale IT projects as technical lead, using an OCP Platform and the eMPIRE Framework, and mentor staff.- Provides technical support for teams in how to design their systems.- Responsible for creation of all project documentation in support of CPO (including IT Investment request, scope document, staffing estimates)- Reviews and approves all Detailed Design documentation including specification documents.- Oversee and evaluate contracting staff in assigned tasks.- Performs full range of supervisory responsibilities.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 1, SG27/M2, OR in a position at the SG25 or M1 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade. Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above. Candidates must be reachable on the current eligible list for this title in order to be list appointed.
Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
