Position: Senior Data Analyst
FLSA Status:Exempt
Summary of Functions: Supports the Governor's Office of Operations
Essential Duties and Responsibilities: This role supports the execution of the initiatives of the Governor's Office of Operations to support the accurate, timely, and effective use of data for reporting and decision-making, as well as the achievement of the Administration's priorities. A strong candidate will have excellent database management and data analysis expertise, project management skills, and a thorough understanding of how data operations inform and support organizational strategy.
The person in this role will spearhead day-to-day technical data-related operations and build reports for the Governor's Office of Operations as an integral member of the team. They will lead the data strategy in accomplishing the broader goals of the Office of the Governor and compliance with the SMART Act.
The person in this role will demonstrate a culture of operational excellence throughout the executive branch by exhibiting the following attributes:
Ability to work with diverse datasets and data sources; query data , restructure databases, and understand data integrations.
Ownership and integrity as a data steward and trusted expert on data systems and data management.
Ability to coach team members and agency partners to develop and utilize strong data practices.
Creativity in finding and applying novel or large data sets to create a more holistic understanding of issues and inform decision-making.
Track record of creating plans and/or protocols that mitigate risks that may occur over a project lifetime.
Exhibit an attitude of a life-long learner, embracing new techniques to deliver high-quality work products and positive outcomes
Enthusiastic about the power of data and information to resolve conflict, build consensus, and drive action toward positive outcomes
The following is an overview of the tasks this role is responsible for executing:
Database Management
Analyze, propose, design, implement, test, and maintain data systems (e.g. Tableau, Excel), structures, and outputs
Develop procedures to ensure data accuracy, reliability, and security, in conjunction with OIT policies and all other State data requirements.
Research and resolve data system issues identified, vet system enhancement requests, and communicate updates to appropriate users and stakeholders
Configure data system access, permissions, workflows, and language.
Coordinate with OIT and other State teams to support cross-functional data tools, systems, and resources related to the Governor's Office use of data
Data Visualization
Lead on the development, testing, maintenance, and operations of the Governor's Dashboard, including identifying and implementing improvement opportunities in partnership with team leadership and, when appropriate, third parties such as OIT or external vendors.
Serve as the Governor's Office of Operations subject matter expert on data visualization, including use of visualization platforms, accessibility of data visualizations, tools, and methodologies.
Create and maintain project timelines and project plans, training and test plans, risk management plans, and change management plans as it relates to the Office's data systems.
Data Operations and Process Improvement
Function as internal consultant for best practices on all processes related to how the Governor's Office of Operations leverages data; report creation, data integrations, data-mapping, inter-agency collaboration and data-sharing, data integrity, dissemination, and data gathering
Advise on existing and emerging risks associated with data operations, identifying strategies to mitigate risks and improve efficiency
Advise on and ensure data operations align with other Statewide data-related efforts (e.g. data privacy policy)
Analysis for Decision-Making
Develop analyses and data visualizations as needed to inform decision-making by Governor's Office staff and executive leadership.
Synthesize large data sets and strategically structure analyses to convey critical information to decision-makers.
General
Adheres to all health and safety policies in the planning and execution of activities
Uses word processing, spreadsheet, database, and scheduling software applications to prepare correspondence, plans, reports, schedules, and other documents related to projects
Provides continuous effort to improve operations, streamline processes, and work cooperatively and jointly to provide quality customer service
Participates in project teams as required
Participates in and coordinates conferences and workshops
Represents the Governor's Office and regularly interacts with Departmental Executive Staff
Other duties as requested and required.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Education/Experience:
Bachelor's degree in information technology, database administration, statistics, or a related field and 2 years related work experience.
A minimum of 1 year experience as a data analyst with the Governor's Office of Operations.
Preferred Qualifications:
Master's degree in information technology, database administration, statistics, or closely related field.
Demonstrated experience working with APIs and other data integration tools/methods.
Demonstrated experience working with Tableau and other cloud-based data visualization tools.
Conditions of Employment:Must be currently employed with the Governor's Office of Operations, Office of the Governor.
