Minnesota Housing is hiring! We're a mission-focused financial institution looking for a Grants Monitoring Specialist Coordinator who will fulfill our grant monitoring compliance obligations and will be responsible for conducting monitoring activities related to the Local Government Housing Programs. The purpose of the monitoring review is to assess administrator's compliance with contractual requirements for their financial award(s) in the form of grant contracts to cities, counties, HRA's/CDA's and Tribal Nations. The results of the monitoring review are used for technical assistance or corrective action to meet contractual requirements and to aid the State in identifying opportunities for improvement in our grant making and administrative processes.
This position is responsible for the support and coordination of grants and contract work across the department to ensure accuracy and consistency in process, documentation, and procedures. We will establish and support best grants management practices and help streamline grant and contract activities.
Essential Job Duties
Establish procedures and documents for all programs within the Local Government Housing Programs departments for grant monitoring activities according to schedule to ensure compliance with the Office of Grants Management (OGM) and Agency monitoring policies. The purpose of grant monitoring is to review and ensure progress against the grant goals, address any problems or issues before the end of the grant period, and to build rapport between the state agency and the grantee.
Perform grant monitoring activities. Engage with internal and external partners, both verbally and in writing, related to Local Government Housing Program department monitoring activities.
Assist Financial Reimbursement Analyst with the review of Grantee invoices and documentation to ensure appropriate spending and documentation when needed.
Maintain a high-level of understanding and fluency of regulations and changes for Request for Proposal (RFP), grants management, and grants monitoring for administrative and program review.
This includes but is not limited to Agency grants management and OGM policy changes and program changes.
Perform other duties as assigned.
Minimum Qualifications

Three (3) years of experience in program monitoring, quality control reviews, compliance audit experience, contract management with vendors, or program management.
A Bachelor's degree in public administration or community development may substitute for 12 months of experience - or - a Master's degree in the listed fields may substitute for 18 months of experience
Technical skills and proficiency with Microsoft Outlook, Word, and Excel used to communicate and schedule meetings with administrators and document the results of the monitoring activities for internal and external use.
Demonstrated excellent consultative and communication skills with internal and external partners sufficient to relay the reasoning for findings, identify options for remediation, and discuss process improvements.
Understanding of grants management principles and OGM policies
Demonstrated organizational and time management skills and attention to detail
Cultural competency skills as demonstrated by communication and interaction across cultures and awareness of one's own world view and acknowledgment that different world views exist.
Valid driver's license and the ability to travel up to 25% of the time (10% in the metro and 15% that includes overnight travel in greater Minnesota)
Preferred Qualifications
Five (5) years of experience in program monitoring, quality control reviews, compliance audit experience, contract management with vendors, or program management with a Minnesota Housing partner administering Housing Stability grant program(s) or in a financial services organization that performs similar functions.
Strong understanding of grants management principles and OGM policies and experience applying them.
Project management experience or certification.
