Overview:
The Supply Chain Director is responsible for all ongoing Supply Chain activities within the Salt Lake City, UT refinery operations, including the effective management of $180MM+ of indirect spending per year. The role ensures that the refinery takes full but fair advantage of its commercial position when procuring services, materials, and equipment, managing risk, maintaining proper internal controls, and conducting its business in accordance with the Code of Business Conduct and other applicable corporate policies. The role has 1 supervisor and 3 direct reports. The successful candidate will have an existing track record of accomplishments and leadership in roles with similar scope and breadth.
This role will be responsible for driving operational efficiency and effectiveness in Supply Chain through data driven continuous improvement initiatives, while assisting with the operationalizing of strategic Supply Chain initiatives. The role will collaborate with Category Managers to assist in the implementation of Category Management initiatives and have direct accountability for operational procurement activities.

Responsibilities:
Drives the Supply Chain agenda, strategy, and execution plan in collaboration with and in support of local business strategy; secures buy-in from senior leadership and other key stakeholders across the Business and the Function.
?Ensures all contracting, procurement, and material control activities are conducted in an objective, ethical manner in accordance with the principles of transparency and segregation of duties, and in compliance with the SOX 404 regulations, US Export Controls, US Foreign Corrupt Practices Act, any other applicable laws and regulations, and all Company policies, procedures, and guidelines.
Effectively manages the contracting of services, including: the bidding process; coordination, negotiation, evaluation, and administration of contracts and agreements; claim resolution; monitoring of safety requirements; and maintenance of the contractor database.
Interfaces with the Project Contract Administrators to ensure contracts are consistently established according to local policy. Responsible for local Process Safety Management (PSM) requirements regarding Contractor Safety and Trade Secrets.
Manages the purchasing of material and supplies; establishes and develops vendor relationships which maximize value realized in the procurement process; evaluates commercial factors such as cost, quality, availability, and other factors affecting maximization of value; ensures demand management practices are utilized to address the underlying drivers of external spend to align purchases to the business needs and eliminate unnecessary consumption.
Establish procurement plans and make decisions necessary to purchase products and services in congruence with corporate sourcing strategies and customer requirements. Resolves quality problems with suppliers and customers and develop measures for quality improvement. Coordinates, reviews, and responds to supplier inquiries, protests, and appeals.
Effectively manages routine, turnaround, and project inventory, including maintaining sufficient quantities of the appropriate materials; ensuring quality and security of all materials; disposing of surplus and obsolete material in conjunction with our Supply Chain Operations - Material Management team; standardizing operating policies and procedures; and ensuring decisions are based on customer requirements, criticality and maximal value.
As a member of the Refining Leadership Team, provides input on Refinery policy, decision-making, and emerging issues; serves as an expert in all Refinery purchasing matters; and supports the Refinery Responsible Care commitment for the continuous improvement of environmental, health, safety, and security performance. Understands internal and external customer business requirements and proactively works to meet those requirements. Demonstrates continuous effort to improve operations, decrease transaction times, streamline work processes, and works cooperatively and jointly to provide quality seamless customer service.
Conducts business in a manner to promote respect for employees, suppliers and customers including employee development, promotion of minority- and women-owned business enterprises and a work atmosphere consistent with the company's values and code of conduct.
Strives to ensure that personnel authorized to procure goods and services comply with all established company policies and procedures, the Code of Ethical Business Conduct, and all applicable state and federal laws.
Assist employees in developing personal improvement plans, approves and facilitates development opportunities.
Develop and manage key performance indicators that support continuous improvement. Identifies strategic leverage opportunities by participating in the strategic planning and budgeting process at the business unit and corporate levels.
Works effectively across organizational and company boundaries in conjunction with Corporate Supply Chain to identify and improve commercial practices in a manner that maximizes leverage and streamline tactical processes.
Effectively identifies, develops, and drives the implementation of innovative/creative business processes that streamline, automate, and/or shift to external resources the department's transactional activities.
Aligns and communicates goals and strategies with the other Refinery Supply Chain Directors, Corporate Supply Chain, and the Refinery to assure proper information is shared and leveraged across all business units.
Participates in the development, implement ation and maintenance of policies, objectives, and short-and long-range planning. Develop and implement projects and programs to assist in accomplishment of established goals.
MINIMUM QUALIFICATIONS:- Bachelor's degree in Procurement, Supply Chain Management, Business, Finance, or related discipline Required. - Eight (8) or more years' business relevant experience.
