DEFINITION
The Weatherization Construction Supervisor supports day-to-day field operations for weatherization projects funded by LIHEAP, DOE, and utility partners. Reporting to the Weatherization Responsible Managing Employee (RME), this role provides direct, on-site leadership to field crews and supports successful installation of energy efficiency measures in accordance with scope, safety standards, and regulatory guidelines. The Construction Supervisor assists with job readiness, contractor coordination, permitting logistics, and quality assurance throughout project execution. To ensure continuity of MAAC's status as a licensed contractor, the Weatherization Construction Supervisor is required to hold a valid California General Contractor's B License, which allows the organization to maintain operational compliance in the event of staffing transitions. This individual may serve as a backup Responsible Managing Employee (RME) if needed, ensuring field work can proceed without disruption. The Construction Supervisor also collaborates closely with the Program Operations Manager and Quality Control Inspector to maintain consistency, alignment, and high-quality service delivery across the program.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Field Crew Oversight
Supervise day-to-day work of weatherization crews performing insulation, duct sealing, HVAC repairs, appliance replacement, and other energy efficiency upgrades.
Ensure timely execution of work orders in compliance with program specs, safety regulations, and local codes.
Conduct pre- and post-installation walkthroughs to verify scope accuracy and completion.
Train and mentor crew members on weatherization techniques, tool safety, and best practices.
Monitor and track crew performance, attendance, and productivity in coordination with RME.
Project Coordination & Documentation
Collaborate with assessors, field schedulers, and operations staff to prioritize daily work schedules.
Ensure job materials are on-site and accounted for before dispatch.
Complete required documentation, including material usage, labor hours, inspection checklists, and client sign-offs.
Utilize systems such as ServTraq, Salesforce, and Excel to update job status, log project details, and assist in reporting.
Quality Control & Compliance
Perform field inspections to ensure work meets all DOE, LIHEAP, BIL, and utility program requirements.
Identify rework or corrections needed and coordinate resolution promptly.
Support RME and QA/QC staff in preparing for internal and external audits.
Safety & Contractor Standards
Maintain a strong culture of safety by enforcing PPE use, safe tool operation, and adherence to OSHA and Cal/OSHA regulations.
Ensure all work is performed in accordance with applicable building codes and program standards.
Uphold licensing, insurance, and permitting standards in collaboration with MAAC's compliance and administrative staff.
QUALIFICATIONS AND SKILLS
Knowledge of:
California building codes, permitting processes, and contractor licensing requirements
Weatherization installation techniques and energy efficiency upgrade measures (e.g., insulation, air sealing, HVAC, minor repairs)
LIHEAP, DOE, and utility-funded weatherization program guidelines and standards
Construction site safety practices, OSHA regulations, and Cal/OSHA compliance
Common tools, equipment, and materials used in residential weatherization work
Site documentation requirements for state and federally funded home improvement programs
Scope review and interpretation based on assessment findings and compliance needs
Bilingual (English/Spanish) skills are preferred but not required.
Ability to:
Supervise, coach, and support field crew members in a fast-paced, outdoor work environment
Coordinate daily job scheduling, resolve issues on-site, and communicate effectively with subcontractors and inspectors
Interpret scopes of work and ensure proper execution in the field
Monitor and document progress, maintain accurate records, and submit required field documentation
Conduct quality control checks and address deficiencies promptly
Work collaboratively with operations and quality assurance teams to ensure successful project completion
Provide hands-on training, mentoring, and troubleshooting for field staff

Prepare accurate reports, keep detailed records, and flag discrepancies or issues early.

EDUCATION/EXPERIENCE/CERTIFICATION
High school diploma or equivalent required; Associate's or Bachelor's degree in Construction Management, Building Science, Energy Systems, or a related field preferred
5 years of experience in residential construction, weatherization, energy efficiency upgrades, or related fieldwork
2 years of supervisory experience overseeing field crews, subcontractors, or installation teams in a construction or weatherization setting
OSHA 10 or 30-hour certification required (or must be obtained within first 90 days of employment)
Hold and maintain a valid California General Contractor's B License (or must be obtained within first 90 days of employment)
Lead-Safe Weatherization (LSW) Certification and/or EPA Renovation, Repair and Painting (RRP) Certification preferred

HEALTH STATUS
Must have a physical examination, TB clearance and a drug screen by a doctor/clinic designated by MAAC as well as immunization records for influenza*, pertussis and measles as required by state and federal regulations prior to the first day of employment.

All positions are subject to a background/education check, DMV check, NSOR, exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources.
Note: California Start law requires background criminal checks on anyone who works in a licensed childcare facility who is not a client. Must have or obtain a current criminal background check clearance, signed criminal record statement, and signed Acknowledgement to Report Child Abuse form prior to the first day of employment.
TRANSPORTATION
Must have and maintain a valid California Driver's License, daily use of a personal, insured vehicle, and have and maintain a motor vehicle driving record acceptable to MAAC's insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
