Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for an IT Specialist (NETWORK),Position Description Number T5239000 and is part of the Information Management /G6 of the Vermont Army National Guard. The purpose of this position is to serve as a project leader for major network projects relating to the Wide Area Network (WAN) and Local Area Network (LAN) systems. Responsibilities The incumbent functions as the technical coordinator or technical specialist on issues relating to the WAN/LAN systems and their integration with the network. MAJOR DUTIES: 1. Responsible for ensuring the correct configuration of network devices. Develops methods and procedures and coordinates corrective action to optimize network performance. Researches, tests and evaluates software packages which provide performance measurements of the WAN. Develops the standard configuration software loads for all network devices. Develops benchmarks and performance measurements and evaluation data to manage network servers and data communication devices to support normal and surge workload. Works with technical support personnel in resolving critical problems. Uses remote management software tools to maintain and update configuration, protocol and user/system files. 2. Develops and maintains documentation regarding network configuration, operating procedures, necessary to maintain the reliability of the network. Documents how user data is stored and protected on network storage devices. Coordinates appropriate action to ensure backup processes are completed. Determines the use of network devices such as servers, workstations, and peripheral devices, and remote access systems. Responsible for implementation of configuration management plans for complex LANs and WANs with supported elements to include headquarters staff elements, tenant activities, state government, regional operating activities and national agencies. Initiates appropriate measures to maintain network security. 3. Develops plans and procedures for remote installation of applications and upgrades using state of the art software distribution methods. Oversees the distribution of applications and upgrades ensuring compliance with regulations and copyright laws. Establishes procedures to maintain accurate records of authorized users of distributed software. Instructs lower graded information technology (IT) specialists in the administration and maintenance of the installation's network devices. Establishes network trust relationships. Recommends standard operating procedures for all devices on the network. Directs the review and evaluation of proposed software. Prepares briefings and presentations on the complexities of the installation network. These briefings provide the basis for long-range decision planning relating to IT network project management. Directs the analysis of equipment and software reliability and utilization reports to identify and define problem areas and to establish end-to-end systems performance levels. Writes policy and plans for the installation continuity of operations plan (COOP). 4. Serves as network administrator responsible for configuring hubs, and switches, monitoring network performance, performing network diagnostics, analyzing network traffic patterns; and installing network software fixes and upgrades. Conducts performance tuning activities designed to optimize data management processes and recommends performance enhancements such as increasing storage capacity or modifying interfaces. May be assigned to assist the chief by performing limited leader responsibilities. Distributes and balances workload among employees. Gives on-the-job training to lower-graded employees. Approves leave for assigned employees. Provides input into annual performance appraisals. Resolves simple complaints and grievances, referring the more serious ones to the supervisor. Recommends training needs for employees. Provides input to the supervisor concerning selections, promotions, reassignments, recognition of outstanding performance. Performs other duties as assigned. Requirements Conditions of Employment Qualifications OPEN AREAS OF CONSIDERATION: AREA 1 Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Vermont National Guard working at the location specified in job announcement. EXPERIENCE: All experience areas shall additionally demonstrate each of the following competencies: 1) Oral & written communication skill, 2) Customer Service, 3) Attention to Detail, 4) Problem Solving Specialized Experience: Your must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that requires adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Length of time is not of itself qualifying. Candidates' experience should be evaluated based on the duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. Your qualifications will be evaluated on the following knowledge, skills, abilities and other characteristics: -Knowledge of and skill in applying network design principles and concepts, network architecture principles and concepts, network protocols; remote access technology concepts, network operation and maintenance concepts and methods, network management tools, configuration management concepts and practices; network topology concepts; network optimization techniques; and acquisition management policies. -Skill in configuring hubs, switches, and routers, monitoring network performance, performing network diagnostics, analyzing network traffic patterns, installing network software fixes and upgrades. -Skill in establishing connectivity between remote sites, creating network maps, troubleshooting network problems (outages), developing and implementing configuration management plans for complex LANs and WANs. -Knowledge of and skill in implementing and testing of the installation COOP plan to ensure system operation functionality and security in the event of a natural disaster or catastrophic system failures. -Skill in modifying and adapting existing network configuration, protocol, and user files. -Skill in modifying workstation and server configurations to support addition and deletion of peripheral devices. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. CONTINUATION OF CONDITIONS EMPLOYMENT & NOTES: -This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of the Defense are not exempt from this provision. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
