Summary This position is located in the Development I Section, Software Engineering Division, IT Design & Development Directorate, Office of the Chief Information Officer. This permanent position is eligible for 100% local telework. Responsibilities This position is located in the Web Services Division, Office of the Chief Information Officer, Office of the Chief Operating Officer. The incumbent provides expert guidance in the design, documentation, development, modification, installation, implementation, and support of new and or existing applications software. The incumbent coordinates and facilities activities relating to the preparation of' testing and implementation plans, as well as works with teams to resolve project or system-level issues. Reviews and approves technical requirements for projects, develop project plans and provide technical guidance to team members. The position serves as a primary liaison between customers, vendors and information technology (IT) management throughout the development process. The incumbent identifies deficiencies and initiates and or recommends appropriate action to resolve the deficiencies. Serves as a recognized technical authority for new or enhanced information systems software. Exercises considerable judgment and ingenuity in advocating the benefits of implementing business-driven quality and process improvements. Participates in the development of operational plans. Assists in planning, directing and coordinating the implementation and execution of approved policies, programs, and services related to Information technology (IT) systems. Reviews and evaluates operations to appraise the effectiveness of policies and programs. Identifies deficiencies and takes/recommends appropriate actions. Oversees and/or coordinates the preparation of testing and implementation plans. Prepares programming specifications for implementation by computer programmers. Develops test plans and scripts and oversees testing by others. Sets up a problem reporting mechanism for the application team involved in testing. Oversees the migration of systems to the production environment and monitors systems for stability, accuracy, and performance. Meets with programmers and functional area specialists to coordinate work and resolve problems. Meets with vendor technical representatives to resolve technical issues, and to implement and coordinate new software releases. Evaluates test results and initiates corrective actions. Develops and executes procedures to periodically monitor the logical/physical integrity of data and physical space utilization. Reviews proposed policies, regulations, and procedural changes to determine their impact on areas of responsibility. Provides expert guidance in the design, documentation, development, modification, testing, installation, implementation, and support of new and existing applications software. Evaluates the feasibility of adopting new software design technologies in the current systems environment Recommends adoption of new methodologies based on favorable feasibility analyses. Ensures the rigorous application of information security/information assurance policies, principles, and practices to the delivery of application software services. Optimizes applications for state-of-the-art technology and functionality. Manages the technical direction of short- and long-range systems. Reviews and approves technical requirements for projects; develops project plans; and provides technical guidance to team members. Serves as a primary liaison between customers and vendors and information technology (IT) management throughout the development process Analyzes and plans for anticipated changes in data capacity requirements, including developing and administering data standards, policies, and procedures. Ensures operational policies, and practices are followed in the delivery of data management services. Performs various other duties as assigned. The incumbent of this position will work a compflex; or flextime; or maxiflex work schedule. This is a non-supervisory, bargaining unit position. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to lead phases of the software development lifecycle. Ability to apply SCRUM Master experience on projects written in languages such as Python, JAVA, NET or PHP. Knowledge of library and information science or digital content management. Ability to communicate in writing. Ability to communicate effectively other than in writing.
