General Information & Responsibilities
The Manager for Grant and Restricted Fund Accounting is a key position in the Accounting department responsible for overseeing the financial stewardship of externally funded grants and internally designated restricted funds across the community college and related foundations. Specifically, this position manages and performs accounting and grant functions related to the PaCE, BTC and Adult Education departments of the College as well as the Black Hawk College Foundations. This role ensures compliance with federal, state, and private funding requirements while advancing the institution's mission through sound fiscal management. Reporting to the Director of Accounting, the Manager for Grant and Restricted Fund Accounting serves as the college's subject matter expert on grant compliance, various accounting software, nonprofit and restricted fund accounting. This position will lead and supervise the team who will be responsible for departmental operations, processes, accounting systems and financial reporting.
Description of Duties
DESCRIPTION OF ESSENTIAL DUTIES:
Department Specific Accounting:
Maintains accurate accounting records for all restricted funds, ensuring appropriate allocation and use in alignment with donor intent and institutional policies.
Understands and manages the accounting related portions of the Lumens software.
Administers process for department specific daily cashiering activity and related closeout.
Performs routine reconciliation of third-party software to Banner reports.
Assists with reporting of budget to actual, enrollment, revenue/cost ratios to appropriate department personnel.
Manages and maintains detail code creation for third-party payment processing.
Promotes financial transparency and accountability by educating departments on fund usage, reporting, and compliance expectations.
Collaboratively leads with various applicable teams through ongoing training, coaching, and professional development aligned with college goals and regulatory requirements.
Provides fiscal guidance and proactive support throughout the budget, accounting, grant and audit lifecycles.
Grant Accounting:
Oversee the financial management of select federal, state and private grants, ensuring compliance with OMB Uniform Guidance and grantor-specific regulations.
Supports full grant life cycle by being an information resource to grant managers for grant applications, budget processes, timely and accurate accounting, forecasting and required grant reporting.
Monitors and is a resource for grant managers in achieving timely reconciliation, drawdown and close out of grants, including documentation for audits and external reviews.
Manages Single Audit preparation and grant-related audit inquiries or documentation requests.
Integrates grant activity into college wide budget planning and forecasting processes.
Responsible for various College reports, including but not limited to monthly Board of Trustees finance-related reports, other recurring reports as needed by the Director of Accounting.
Responsible for monthly reconciliation of restricted fund bank account.
Reconciles general ledger accounts and makes necessary adjustments.
Responsible for capital asset accounting district-wide.
Responsible for ensuring compliance with record retention requirements.
Develops and implements procedures and training programs as appropriate and needed.
Foundation Accounting:
Manages all aspects of the accounting cycle related to Foundation.
Verifies, processes, reconciles, and records all monies received.
Ensures all financial information is accurately recorded in a timely manner.
Prepares routine financial statements and additional statements as agreed upon with Foundation entity, board and committees.
Records, reconciles and reports investment activity as required.
Maintains separate accounting system using designated software.
Maintains satisfactory Motor Vehicle Record.
DESCRIPTION OF OTHER DUTIES:
Participates in annual budget process as needed.
Assists with financial reporting to external agencies.
Acts as a backup to various Finance Department positions.
Performs other job related duties, as assigned.

PRINCIPAL WORKING RELATIONSHIPS:
Works directly with the Director of Accounting and other Finance staff.
Works directly with the Associate Vice President for Adult Career and Workforce Programs, Director Business Training Center, and Associate Dean of Adult and Continuing Education.
Works directly and cooperatively with department and foundation staff and grant writers and managers.
Works cooperatively with administrators, budget managers, staff, faculty, auditors, and students.
Works cooperatively with internal and external customers.
Works cooperatively with vendors, auditors, and reporting agencies.
Education & Experience
Bachelor's degree or Associates degree with 10+ years of progressive experience in accounting, finance, or related field; CPA or advanced degree (MBA, MPA) preferred
Minimum of five years of accounting experience and a strong background in grant and/or restricted fund accounting.
Demonstrated knowledge of fund accounting principles, GAAP and OMB Uniform Guidance.
Experience working in higher education, preferably within a community college or similar public institution preferred.
Required proficiency in QuickBooks, enterprise resource planning (ERP) systems and Excel; preferred familiarity with Lumens or Ellucian Banner.
Strong communication and relationship-building across academic, student services, and administrative unites.
