ICF's Commercial Energy Division is growing, and we seek experienced consultants to join our Technical Advisory Independent Engineering (IE)/Owner's Engineering (IE/OE) team within the Energy Development and Investment practice area. Our work is focused on energy sector projects and encompasses all phases from concept development through the end of the project lifecycle. This includes technical advisory and due diligence services for projects during development, construction, and operation, including pre-construction financing, construction monitoring, commissioning, performance testing, periodic O&M and operating budget reviews, decommissioning, expert witness, and restructuring activities. Personnel within the Technical Advisory practice have experience in numerous technologies including solar, wind, biomass, waste-to-energy, biofuels, emerging process technologies, simple- and combined-cycle projects, thermal technologies, distributed generation, energy storage, fuel cells, demand response and other energy-related technologies.
Our Technical Advisory team works collaboratively with our other teams across ICF to provide comprehensive advisory services include strategic, investment, and portfolio management, operational planning, market development, policy analysis, regulatory support, and customer engagement.
Consultants at ICF integrate industry experience with advanced consulting and analytical skills. As a full-time IE/OE Consultant, you will utilize your deep experience within our IE/OE advisory services group and in broader power markets, with your proven track record of technical consulting or utility industry results, and skills engaging with client decision-makers at manager to senior executive levels.
Consultant may work from home or hybrid from a U.S. based ICF office and may travel occasionally to project sites depending on engagements and needs.
Key Responsibilities:
Contribute to the development of innovative, accurate, timely, and high-quality products and services, potentially working with all levels of staff.
Apply experience and knowledge, lead and provide technical input to major projects, and interact with experts and clients in the field, while building content knowledge and consulting skills.
Manage multiple projects and client relationships.
Provide technical input and/or direction to project staff. Act as a mentor to junior staff.
Ensure client satisfaction and development of long-term client relationships.
Ensure project work, including report preparation and submittal, is completed on time and within budget.
Contribute to technical and cost proposal development.
Oversee the electrical team and lead weekly team meetings.
Provide peer reviews for electrical sections in reports.
Support internal discussions and client requirements in answering questions from lenders.
Support business development efforts including identifying, qualifying, and supporting the pursuit of both recurring and new business opportunities.
Required Qualifications:
Bachelor's Degree in electrical engineering or related field
10+ years of experience
Experienced electrical background with expert knowledge in the following areas: low voltage AC and DC photovoltaic (PV) and energy storage (BESS) systems, medium voltage collection and high voltage substation and switchyard systems, and plant-level SCADA systems
Experience in managing multiple projects at the same time in a high-paced environment
Experience reviewing electrical documents and drawings, compose technical sections, formulate and summarize important facts, opinions, and conclusions including identification and assessment of key risk areas
Preferred Qualifications:
Demonstrated experience delivering consulting solutions to utilities, IPP firms, electrical cooperatives, municipal power authorities and/or other stakeholders that utilize electrical generating technologies
Experience with other renewable and thermal generation technologies, including both coal-fired and gas-fired technologies, biofuel engineering with an emphasis on production facilities, biomass and/or waste-to-energy technologies, hydroelectric generating technologies
Experience with engineering, procurement, and construction of power generation facilities
Project financing due diligence for electric utilities and/or independent power producers (IPP), including support of bond financings, in the areas of financial performance, O&M, and asset management
Preparation and/or evaluation of pro forma financial models, specifically technical inputs
Experience supporting the preparation of regulatory filings, including rate matters, stakeholder and project participant engagement
Demonstrated ability to work within a close-knit team environment comprised of varying technical abilities and knowledge levels
Strong report-writing skills (provide examples upon request)

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$107,936.00 - $183,491.00
