Summary The Chief Financial Officer (CFO) for U.S. Immigration and Customs Enforcement (ICE) oversees the strategic development and maintenance of integrated budget, accounting, financial management, data analytics, financial modeling, and internal controls that are capable of producing useful, reliable, and timely financial and program performance data. The CFO is responsible for the oversight of ICE's $9.9 billion budget and serves as the liaison for Congressional Appropriations engagement. Responsibilities As the Chief Financial Officer (CFO), U.S. Immigration and Customs Enforcement (ICE), you will be responsible for: Through subordinate executives and senior-level managers, supervising a professional and technical workforce within the ICE Office of the Chief Financial Officer (OCFO) engaged in all facets of budget, accounting, financial management, financial systems, audit, internal controls, and program analysis and evaluation. Providing oversight and guidance to other executives and staff within the OCFO and ICE program offices on complex financial management, accounting, and audit-related issues, as well as internal control and other related activities. This includes developing uniform financial management policies to simplify the control environment, providing standards of accountability, and increasing consistency and assurance over financial management systems and data. Directing the formulation and establishment of long- and short-range financial management planning for the agency's financial management functions, with the objective of instituting a logical, integrated framework for financial management in support of all policy, planning, and programmatic efforts. Providing insightful leadership for continued financial management transformation and improved customer service. This includes attracting, training, and retaining employees with exceptional financial management skills, as well as providing greater visibility and accountability into financial activity through timely, accurate, and useful data. Leading ICE's financial, accounting, and budget, programs, as well as coordinating these activities with other ICE programs, including acquisition management, human capital, information technology, facilities and asset management, and law enforcement programs. Providing guidance and recommendations to ICE leadership regarding all facets of budget, accounting, financial management, financial systems, audit, internal controls, and program analysis and evaluation. Anticipating the effect of legislative, administrative and operational changes and initiatives and ensuring development of effective, legally compliant, fully responsible budget formulation strategies to provide for implementation of programmatic priorities. As the CFO, you will supervise subordinate managing directors and their staffs in the execution of strategic and performance-based plans. You will provide day-to-day executive leadership and direction to the managing directors in all phases of the agency's resource management. This includes analyzing current and/or requirement management policies and procedures to design new or revised/improved processes and validate current processes with respect to statutory and/or regulatory requirements. You will oversee implementation of the agency's financial action plan, as well as the agency's audit and internal control activities. In this role, you will be responsible for ensuring timely and complete reporting and analysis of activities, ensuring that requisite policies and procedures by OCFO organizations are established, and that appropriate measures are in place to monitor the accomplishment of OCFO goals and objectives . You will play a key leadership role in defining objectives and priorities, and in coordinating activities associated with resource and program management functions. You will liaise with other Federal departments and agencies and serve as a principal ICE representative on interagency group dealings with financial management. You will develop and maintain contact with all levels of Department of Homeland Security (DHS) and U.S. Office of Management and Budget officials, other government agencies, Congress, and other professional groups. In conjunction with the DHS CFO, you will collaborate to develop and support the execution of Departmentwide CFO initiatives and contribute to achieving CFO functional excellence by actively participating in designated working groups. Requirements Conditions of Employment Qualifications 1. BASIC QUALIFICATIONS As a basic requirement for entry into the Senior Executive Service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined in the Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as: Directing the work of an organizational unit; Ensuring the success of one or more specific major programs or projects; Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and Supervising the work of employees, developing policy, and other executive functions. EXECUTIVE CORE QUALIFICATIONS (ECQs) The ECQs were designed to assess executive experience and potential, not technical expertise. ECQ 5: Building Coalitions -This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Additionally, the Fundamental Competencies are the personal and professional attributes that are critical to successful performance in the SES and serve as the foundation for each of the ECQs. TECHNICAL QUALIFICATIONS (TQs) In addition to the ECQs, all applicants must demonstrate accomplishments that would satisfy the following TQs. TQ 1 - Demonstrated ability to manage complex financial management and accounting programs for a large government or business entity, including developing policies, implementing major financial management systems, and building a strong, performance-oriented organization. TQ 2 - Demonstrated experience and ability to provide authoritative advice and counsel to senior officials on complex financial management activities, including budget formulation, financial statement preparation, management of audits and corrective action plans, and presentation of periodic financial statements of position to management associated with standard general ledger activity. TQ 3 - Demonstrated experience managing efforts to resolve complex financial management issues identified by management personnel. TQ 4 - Demonstrated ability to build and maintain relationships with agency or national organizational leadership to effectively communicate complex financial matters and support decision-making, as well as communicate effectively with Executive Officials, Congressional staff, and stakeholder groups. Education There are no educational requirements for this position. Additional Information SES Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is key to advancement. SES members may be reassigned at the discretion of the appointing authority and may be required to sign a mobility agreement.
