This is an excellent opportunity to lead a talented team of Senior Grant Accountants.
We're seeking a leader who can balance day-to-day technical responsibilities while thinking about the big picture and overseeing the accounting of a complex, multi-million dollar, federal, state and local grant portfolio. Strong candidates will be skilled people managers. Grants Accounting works to provide financial guidance for all of TriMet, and collaboration is key to the team's work.
The Grants team plays an essential role at TriMet, and works with almost all of our departments- from Information Technology to Transportation, and beyond! This role will be responsible for establishing/maintaining internal controls within responsible functional areas to ensure the accuracy of transactional processing and financial reporting related to Grants.
The Grants Accounting Manager will work to administer policies and directives for the District related to these areas. They lead and manage staff in processing, updating, recording, and work to review financial transactions related to Grants and assist in the preparation of Grant financial reports and related activities.
This role also oversees the preparation of the Schedule of Expenditures of Federal Awards (SEFA) and leads the annual Single Audit of Federal awards. The Manager acts as the audit liaison and point of contact for all external audit requests regarding Grants.

Essential Functions
Supervises Grant Accounting staff through managing performance, individual workload, goal setting, providing ongoing training and maintaining strong employee relationships. Responsible for providing first line management support to staff in relation to day-to-day processing, developing procedures, and resolving policy issues. Manage functional areas to ensure that employees are properly cross-trained and that appropriate coverage of essential duties occurs when an employee is absent.
Lead and manage grant accounting staff responsible for processing, recording and analyzing grant related transactions. Oversee management of grants in accordance with generally accepted accounting principles, government standards, federal regulations and District policy. Establish internal controls and accounting procedures necessary to ensure grant transactions are not only accurate, but in compliance of with state, federal and local grant accounting requirements. Responsible for performance of accounting control activities including reviewing journal entries for accuracy, labor allocations are completed timely and accurately, ensuring monthly closing deadlines are met and reconciling grant account transactions to Oracle Reports.
Assist in the District's financial reporting relating to grants, including monthly reviewing Grant Status Reports and updating reports as necessary, overseeing the preparation of quarterly and annual grant reports to the Federal, State and Local agencies. Prepare analysis and provide feedback on grant related financial information to both internal and external to users such as the Board of Directors, Tax Supervising & Conservation Commission (TSCC), the Federal Transit Administration (FTA), and other external organizations with regards to grants and federal awards.
Manage external audits related to Grants. Supervise staff in the preparation and coordination of workpapers, schedules and other data requested by auditors. Responsible for the completion of the Schedule of Expenditures of Federal Awards (SEFA) and other schedules necessary for the annual Single Audit. Ensure compliance with federal regulations and deadlines. Ensure financial schedules are prepared in compliance with Governmental Accounting Standards Board pronouncements (GASB) and Office of Management and Budget guidelines.
Responsible for initiating the necessary interdepartmental meetings and communications to ensure grant awards are accurately set up in Oracle, labor tracking is properly established and that grant accounting issues are addressed in a timely manner. Create and establish necessary templates and training for other departments to properly manage and account for federal awards in the accounting system.
Position Requirements
A minimum of a bachelor's degree in business administration or accounting is required.
Six (6) years of total credited experience.*
Five (5) years of progressively responsible grant or project accounting experience, including preparing financial reports are required.
Three (3) years of experience utilizing Oracle Financial systems or a similar ERP and applications are required.
Three (3) years of transit, governmental, or federal accounting experience are preferred.
Three (3) years of experience supervising in a combined union and non-union environment are preferred.
Two (2) years of direct supervisory experience overseeing basic grant or project accounting groups.
A Certified Public Accountant (CPA) designation or CPA Candidate is preferred.
Or any equivalent combination of experience and training.*
The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".

Salary Range
Minimum: $110,957.00
Maximum: $166,434.00
Salary offers will be determined by a candidate's education, training and relevant experience. Any final offer of employment will fall within the range stated above. For transparency, we choose to list the full available grade range, however, TriMet's salary administration process will ultimately determine the final salary offered.
