JOB DESCRIPTION AND POSITION REQUIREMENTS:
We are seeking an Electronics Manufacturing Engineer to join the Manufacturing Technology Engineering Department team of the Applied Research Laboratory (ARL) at Penn State, located in Freeport, PA. This position requires a thorough understanding of electronics manufacturing technologies and works closely with a multi-disciplinary team of technical and program stakeholders from industry and government to identify then address manufacturing problems of military customers using innovative solutions.

You will:
Perform research and development tasks in electronics manufacturing
Support the Electronics Manufacturing Center of Excellence leaders to develop/maintain a compelling vision for electronics manufacturing technology efforts
Execute and develop technical strategies expanding the use of electronics in defense platforms (ships and aircraft) and weapon system manufacturers; work with DoD program offices, laboratories, and industry electronics manufacturers to identify their manufacturing problems and develop solutions that provide a return to the government
Maintain familiarity with leading edge electronics technology and manufacturing techniques, then develop ways of making it applicable to military platforms and subsystems to lower cost, improve delivery times, or accelerate/enhance capability
Assist in new concept development, analyzing alternatives independently and applying engineering techniques and procedures to assignments
Author technical documents and reports, brief proposed/ongoing projects, and capabilities
Document work in memoranda, sponsor briefs, conference proceedings, and journal articles; brief senior leadership/sponsors/industry
Develop project plans for new projects, working with stakeholders both internal (scientists and engineers) and external
Manage projects of small or moderate size and scope, making substantial contributions
Higher-level responsibilities include:
Provide technical leadership within the division for electronics manufacturing
Develop long-term professional relationships across industry, the scientific community, and with sponsor/government leadership to ensure work is of high impact, consistent with sponsor program's position of trust and contributes to the strategic direction of the DoD manufacturing technology efforts across the services
May chair sessions at technical conferences/meetings
Participate in external seminars, workshops, professional societies and committees
Manage concurrent electro-optical or electronic projects with geographically distributed teams
This position can be filled at multiple levels depending upon the successful candidate's education and experience. Minimally requires a Bachelors degree in an Engineering or Science discipline and five years related experience. Additional experience, education, and/or competencies are required for higher-level positions. A Master's degree in Electrical Engineering is preferred.
Required skills and experience includes:
Electronics experience in leading technology development programs
A thorough understanding of electronics manufacturing technologies with the ability to recognize areas of manufacturing need and evaluatepotential solutions from technical and program perspectives
Experience in one or more of the following:
Semiconductor device / integrated circuit manufacturing
Microelectronics and packaging
Printed circuit board / printed circuit board assembly manufacturing
RF / MMW electronics manufacturing
DoD electronic systems e.g. radar, electronic warfare, communications, vacuum electronics
Low-cost, high-throughput manufacturing and assembly techniques
Power electronics, power transfer and energy storage
Thermal management
Experience identifying technology needs and creating a technology transition/implementation plan from laboratory development to proto@type
Ability to organize information for effective reporting and investment proposals
Excellent written and verbal communication skills with ability to engage diverse audiences
Organizational and planning skills, with a demonstrated ability to effectively lead technical teams through high technical risk and complex problems
Demonstrated ability to lead diverse technical teams and perform independent work
Eligibility for Secret Clearance
Up to 30% travel to remote locations
Preferred skills and experience includes:
Experience in the development of electronics architectures, systems, protocols, devices, media, and integration - as used in military platforms
Stage gate processes - concept / proto@type / pilot / LRIP / full production / commoditization / end-of-life
Familiarity with emerging electronic technologies such as nanoelectronics and heterogeneous integration
Supply chain management- relationships with electronic suppliers and familiar with the vendor ecosystem
Business development experience with government customers
Practical experience with system engineering concepts and methods
Manufacturing systems (LEAN / Six Sigma techniques)
Demonstrated ability to collaborate in technical activities, as evidenced by co-authorship of technical papers, presentations, proposals, and white papers with authors from other organizations
Project management and leadership (PMP) certification
An active Secret security clearance with eligibility for TS/SCI

The proposed salary range may be impacted by geographic differential.
The salary range for this position, including all possible grades is:
$109,300.00 - $191,000.00
