Summary You will serve as an EXECUTIVE DIRECTOR in the NAVAL SERVICE TRAINING COMMAND, EXECUTIVE DEPARTMENT of NSTC GREAT LAKES. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Responsibilities You will establish staffing procedures to include structure, workload estimation techniques, workforce identification for planning future objectives. You will direct the implementation of higher-level policies, practices and procedures within the domain in areas of operations, budget, manpower, programming, curricula development, training delivery systems, and solutions set implementation. You will lead individual senior advisers/experts on manpower, planning, information technology, budget, logistics, education research, and training oversight into coordinated efforts maximizing synergy and teamwork. You will work with key staff in developing plans for accession training, space, funds, personnel, equipment and other requirements. You will provide leadership for the development and execution of civilian community management, including hiring, position management and performance management policies. You will serve as principle adviser to Flag Officer. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Advising senior leadership (such as Flag Officers or equivalent) on mission execution, organizational policy, and program goals and objectives related to education, training, and personnel development; 2. Executing budget in accordance with officer and enlisted training and development program objectives, such as development and execution of Program Objective Memorandum (POM), Program Review (PR), and current year budget oversight; 3. Demonstrating skill and proven ability to lead strategic planning initiatives for officer and enlisted training and development programs, including workforce structuring and long-term operational planning to support organizational efficiency and effectiveness. 4. Provides strong communication skills, with experience serving as a principal organizational representative at senior-level forums, meetings, or with industry partners.
