General description
The Tax Policy Affairs Coordination Team of the Tax Policy Division is looking for senior-level attorneys with experience in researching and interpreting complex Texas state tax issues. We seek enthusiastic professionals with strong analytical and communication skills and a background in researching and interpreting federal, state and local tax statutes, proposed legislation, and administrative regulations. Teamwork is a high priority, and the ability to manage projects and work with others to achieve a common goal is essential.This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

$9,583.33 - $10,333.00
Attorney V:
$11,000.00 - $12,000.00
Qualifications: Minimum Qualifications
Education:
Graduation from an accredited law school with a J.D. degree
Experience:
Five (5) or more years of work experience analyzing complex federal or state and local tax statutes.
Five (5) or more years of work experience writing reports, correspondence, and materials for public dissemination.
Five (5) or more years of work experience drafting administrative rules.
Experience reviewing and editing the work product of others
Preferred Experience:
Three (3) or more years of experience analyzing complex Texas tax statutes.
Experience in analyzing and drafting legislation and in drafting bill analysis and talking points.
Experience leading or managing a project.
Required License:
Must possess a license to practice law in Texas and be a member in good standing with the State Bar of Texas.
In this role you will:
Research tax issues and makes appropriate recommendations for the administration of Texas state and local taxes. Interpret tax statutes, rules, and policies regarding taxes and fees administered by the division for taxpayers, tax professionals, state officials, and agency personnel. Develop discussion papers on complex tax issues. Assist internal and external customers. Interpret requests for information; conducts research; consults with other section or agency personnel; reviews and drafts written taxability guidance including responses to private letter ruling requests, responses to audit inquiries, notices, tax publications, letters, and other materials for publication for specific taxpayers and other divisions within the agency. Draft, review, and edit administrative rules to reflect changes in legislation, hearings decisions, court cases, or agency policies. Complete and review legislative summaries, notices, bulletins, letters or other documents. Provide timely assistance to internal and external customers and responds to phone calls.
Coordinate, manage, and perform special projects from inception to completion working with executive administration, division management, agency and external stakeholders to produce all deliverables. Projects will include providing legislative support, administrative hearings and litigation support, and audit support by drafting bill analysis, memos and responses, reviewing and responding to discovery and open records requests, reviewing pleadings, as well as providing testimony. Work includes establishing project schedules and timelines; scheduling and coordinating meetings, facilitating activity between necessary parties, monitoring progress and communicating project status, processes and updates to stakeholders and management. Monitor and manage quality to ensure that deliverables are acceptable and meet the project requirements.
