About The Division:
The Natural Resources division administers state funds to contract with universities to research threatened and endangered species. Join our team as a Contract Specialist and play a vital role in ensuring the accuracy and compliance of contract reimbursements and financial operations. Includes auditing contract invoices, processing payments, monitoring budgets, and maintaining procedures and documentation. Serves as a key liaison between our division and contractors to support smooth and timely payments. Assists with proposal solicitations, contract development and monitoring, and records management. The ideal candidate is highly detail-oriented, organized, and comfortable navigating complex administrative and financial processes.
General Description:
Join the Natural Resources division as a Contract Specialist! Work involves records management, compliance monitoring, and contract invoices auditing. Works with customers and contractors to help resolve any contract issues.
Work Hours:
40 hours a week between the hours of 7 a.m. 6 p.m. with occasional evening, weekend, and holiday hours. Hours may change based on business needs, especially during legislative sessions. This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.
Qualifications: Pay Range:
Contract Specialist II $4,500.00-4,833.33 per month
Contract Specialist III - $5,250.00-5,666.67 per month
Minimum Qualifications:
Contract Specialist II:
Graduation from an accredited college or university with a bachelor's degree.
Experience auditing invoices and processing payments for contracts or grants.
Experience in contract or grant administration.
Experience processing financial transactions.
Contract Specialist III:
Graduation from an accredited college or university with a bachelors degree.
2 years of experience auditing invoices and processing payments for contracts or grants.
2 years of experience in contract or grant administration.
Experience processing financial transactions.
Preferred Qualifications
Contract Specialist II:
Graduation from an accredited college or university in a bachelors degree with major coursework in public administration, business administration, finance or a related field.
Experience in natural resources contract or grant administration or similar functions.
Experience working with university contract administration offices or principal investigators.
Experience working on state or federal government programs.
Experience working on endangered species research or similar projects.
Contract Specialist III:
Graduation from an accredited college or university in a bachelors degree with major coursework in public administration, business administration, finance or a related field.
Program or project management experience.
Experience in natural resources contract or grant administration or similar functions.
Experience working with university contract administration offices or principal investigators.
Experience working on state or federal government programs.
Experience working on endangered species research or similar projects.
Substitutions
One (1) additional year of the full-time minimum experience as stated above may substitute for each year (30 semester hours) of the required education with a maximum of 60 semester hours (two years).
Licenses and Certifications:
Requires certification as a Certified Texas Contract Manager (CTCM) within 1 year.
SUMMARY OF PHYSICAL REQUIREMENTS:

It could also involve overnight stay in camping sites and such, rather than using hotel accommodations.
Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.
In this role you will:
Contract Specialist II:
Audit quarterly contract invoices for accuracy and compliance with contract terms, agency policies, and state rules. Routes invoices for department approval. Monitors invoice schedule and progress. Monitors invoice email account. Maintains appropriate documentation.
Serve as a liaison with contractors regarding invoices and payments. Communicates with contractors for clarification or to collect missing information. Notifies contractors of noncompliant invoices or expenses. Investigates and resolves discrepancies.
Enter reimbursements in the Texas Treasury Safekeeping Trust Company (TTSTC) system. Monitors approvals and transactions. Collects and maintains bank account information for active contracts. Creates and maintains TTSTC templates for each contract. Monitors Habitat Protection Fund (HPF) balances in the TTSTC system. Processes transfer of Legislative appropriations to HPF account. Maintains TTSTC account access ri
