Description
SENIOR ADVISOR, NEIGHBORHOODS ECONOMIC DEVELOPMENT
The Mayor's Office and its economic development team, Jobs & Economy (JET), are seeking talented individuals to serve as Senior Advisor. The Senior Advisor will be tasked with leadership in the execution of the City of Detroit's economic development programs, public-private partnerships, and priority development projects to expand economic growth and create opportunities for Detroiters. Positioned as a lead on commercial corridor redevelopment, the Senior Advisor will work closely with executive senior leadership and collaborate with key internal and external stakeholders.
Job Summary
Reporting to the Deputy Group Executive - Neighborhood Economic Development (Jobs & Economy), the Senior Advisor will assist in managing and measuring the success of the City of Detroit's commercial corridor revitalization by coordinating multiple cross-departmental functions into a shared strategy and approach to corridor revitalization. Existing cross-department functions can be largely categorized as Economic Development & Investment Strategy, Small Business Support; Infrastructure coordination; and Enforcement & Property Management.
Examples of Duties
Key Responsibilities
Inventory and assess buildings and vacant land in the corridor.
Identify and support investment opportunities for both privately- and publicly-owned properties.
Coordinate investments and construction projects with partners by securing approvals from elected and appointed boards, negotiating legal agreements, and investing applicable grant funds.
Ensure alignment with the management and strategy for publicly owned properties.
Monitor and highlight emergent business needs from existing business and connect them to existing resources.
Coordinate with and grow the capacity of economic development organization (EDOs) as needed to further the City's investments in neighborhood commercial corridors.
Develop and maintain relationships with external stakeholders that maximize revitalization opportunities across the City's business and retail corridors.
Lead concept development, planning, structuring, project set-up and management activities, engagement, public approvals, and implementation for priority development projects and public-private partnerships.
Convene and lead interdepartmental and cross-agency teams to advance project outcomes and support specific program deliverables.
Structure and negotiate real estate and development agreements for the acquisition, exchange, and sale of property for redevelopment.
Identify and champion solutions to complex development obstacles and process coordination.
Build strong working relationships with staff and members of City Council, boards, and commissions to champion policies and approvals that promote economic growth and employment opportunities for Detroiters
Lead engagement with external and public approvals stakeholders to secure project and program results by negotiating consensus, facilitating and managing feedback, and addressing concerns.
Serve as liaison to private development and employer partners.
Minimum Qualifications
Bachelor's degree from an accredited college or university, with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a closely related field.
Minimum of four (4) years professional experience in systematic review, analysis, interpretation, and evaluation of grants, housing development, or other financial data.
At least two (2) years in a supervisory capacity leading teams or providing instructions to subordinate staff.
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.
Supplemental Information
Qualifications (preferred):
Minimum of seven (7) years of professional experience in real estate development, program management, or government administration.
Knowledge of Detroit's communities and key stakeholders
Three (3) years experience in a supervisory capacity over program analyst professionals.
Demonstrated expertise in complex project leadership and management.
Excellent critical thinking and problem-solving skills.
Excellent presentation and communications skills.

Knowledge, Skills and Abilities:
Advanced knowledge of the Detroit real estate market.
Advanced/working knowledge of development pro formas.

Excellent written and verbal Communication skills.
Skill in assessing customer requirements, analyzing business processes and data, evaluating possible solutions, and presenting recommendations to stakeholders and higher-grade personnel.
Ability to use of Microsoft Office (i.e. Word, Excel, Access, PowerPoint, and / or other office suite software packages).
Ability to communicate in writing clearly and effectively, demonstrated by rendering technical details and reports in a form readily understandable to management and the public.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
Completion of thirty (30) years of service;
At age sixty (60) if you have at least ten (10) years of service, or
At age sixty-five (65) with eight (8) years of service.
In the event of disability, other eligibility rules apply);
An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
