The Minnesota Office of Higher Education is a cabinet-level state agency providing students with financial aid programs and information to help them gain access to postsecondary education. The agency also serves as the state's clearinghouse for data, research and analysis on postsecondary enrollment, financial aid, finance and trends.
This position will provide financial-related services for the Agency including:
Review and process payment of invoices and payment requests in the SWIFT financial system. Resolve payment discrepancies and other issues. Monitor encumbrances of various programs and ensure the accounts payable functions are carried out in accordance with State of Minnesota laws and statutes and with the Agency policies and procedures.
Prepare and process twice-weekly deposits for multiple grants and other programs.
Coordinate and assist with bi-weekly agency payroll in SEMA4.
Extract and review accounting information from SWIFT Data Warehouse.
Analyze and interpret accounting records, Minnesota Management & Budget (MMB) policies, and other documents to comply with the Agency and MMB policies and procedures.
Minimum Qualifications

Resume must demonstrate the following qualifications:
Working understanding of Generally Accepted Accounting Principles (GAAP) sufficient to analyze, interpret, and prepare financial information such as payments and deposits; detect errors; and follow tasks through to completion.
Knowledge of Statewide Integrated Financial Tools (SWIFT) or similar accounting software suite to include A/P and A/R modules to complete accurate and timely payments and deposits.
Knowledge of SEMA4, Peoplesoft, or similar software sufficient to process payroll, business expenses, and accounting charges. This includes understanding the payroll cycle, applicable deadlines, confirming employee entries, and running reports to check and verify expenses.
Ability to interpret policies, laws, and regulations to provide professional support, follow-up, and customer service to all agency personnel.
Ability to review, create, and edit various documents or reports within Microsoft Office (Word, Excel, OneNote, Outlook).
Attention to detail, a high degree of accuracy, multi-tasking abilities, and written and oral communication skills are required.
Preferred Qualifications
Associate's degree or higher in accounting, business or a related field.
Experience in accounts receivable and payable, cash handling and deposits, payroll, and retrieving data warehouse reports.
1 year of experience in Statewide Integrated Financial Tools (SWIFT) sufficient to complete accurate and timely payments and deposits, and research payments, purchase orders, and revenue and expense budgets.
1 year of experience in SEMA4 to process payroll, business expenses, and labor distribution.
1 year of experience using the SWIFT Data Warehouse (OBIEE) to run reports and interpret results.
Physical Requirements
Ability to position self and move sufficiently to perform repetitive tasks.
Maintain a stationary position for long periods of time.
