COUNTYWIDE PROMOTIONAL OPPORTUNITY - ADMINISTRATIVE SERVICES ASSISTANT
OPEN TO CURRENT, REGULAR COUNTY OF NEVADA EMPLOYEES WHO HAVE COMPLETED TWELVE MONTHS OF SATISFACTORY, PROBATIONARY SERVICE.
Under general supervision, assists in the planning, organizing and supervising of administrative service management functions of a department or division of county government; supervises administrative support staff; and performs related work as required.
This class is the first level in the Administrative Services series. Incumbents of this classification assist in the provision of departmental administrative services in several functional areas such as, but not limited to, budget and fiscal administration, personnel and payroll administration, facilities and equipment management, purchasing, records management, and supervision of administrative support staff. This class is distinguished from the Administrative Services Associate by the latter's greater supervisory responsibilities for a large number of subordinate support staff and provision of a broader range of administrative management functions.
Examples of Duties
Essential:
Plans, organizes, supervises and participates in administrative management activities of a county department or division
Assists management in planning, organizing, preparing and reviewing budgets
Prepares, tracks and monitors fiscal information; compiles, calculates and performs simple analyses of data
Directs and participates in the maintenance of complex accounting, personnel, payroll or fiscal records
Coordinates and participates in departmental personnel activities such as recruitment and test administration
Assigns, supervises and reviews the work of a small staff of administrative support personnel; coordinates workflow and provides technical guidance and assistance
Assists in coordinating staff services activities such as purchasing and facility and equipment maintenance
Assists in contract administration
Coordinates the development and administration of computer applications
Develops, implements and monitors systems and procedures to address departmental administrative needs and respond to problems
Assists in conducting special projects and administrative studies
Maintains liaison with other county departments, officials and staff of other agencies
Attends meetings and conferences related to administrative services
Directs and performs the preparation of correspondence, reports, forms, records, and other documentation
Knowledge and Skills Required
Knowledge of:
County and departmental operations, policies, procedures and processes
Laws, codes and requirements governing operations of department to which assigned
Principles and practices of organization and administration, budget preparation and fiscal record keeping, supervision and training, and personnel administration including recruitment and testing
Standard office methods, forms, and equipment
Skill in:
Understanding and applying laws, regulations, policies and requirements
Planning, organizing and supervising administrative activities related to budget/fiscal matters, personnel, purchasing and office management
Assigning, directing and reviewing the work of others
Preparing and maintaining accurate budgetary and fiscal information
Initiating and completing work assignments with a minimum of direction, exercising sound independent judgment within policy guidelines
Recognizing administrative problems and implementing effective solutions
Operating computer hardware and software applications
Preparing and maintaining accurate records, reports and program documentation
Establishing and maintaining effective working relationships with those contacted in the course of work
Education and Experience Required
Bachelor's degree from an accredited college or university, with major course work in business or public administration, economics, accounting, human resources, or a related field and one year of responsible administrative experience. Additional qualifying experience may be substituted for the required education on a year for year basis to a maximum of two years.
Physical and working conditions
Mobility and manual dexterity to work in a standard office environment, use standard office equipment and attend off-site meetings; vision to read handwritten and printed materials and a computer screen; hearing and speech to communicate in person and by telephone.

Retirement
The County is a member of the CalPERS retirement system and also provides the opportunity for voluntary contributions to a 457 deferred compensation account through Nationwide by way of pre-tax and Roth payroll deductions.
