Job Description:
The Bureau of Customs and Border Protection (CBP) is the frontline border security component of the Department of Homeland Security (DHS) charged with the priority mission of preventing terrorists and terrorist weapons from entering the United States while also facilitating the flow of legitimate trade and travel. CBP's mission is vitally important to the protection of the American people and the national economy.
CBP's Revenue Modernization (Rev Mod) program manages the automation and centralization of the collection and administration of duties, taxes and fees. CBP collects approximately $45 billion annually, including $1.5 billion collected via individual, manual transactions. Transitioning these manual transactions to electronic means will result in more secure, accurate and efficient processing, and will enable CBP Officers and other non-uniform personnel engaged in these transactions at the Ports of Entry to focus on enforcement and facilitation of legitimate trade and travel. The Rev Mod program includes multiple projects which are focused on various solutions.

HOW A SYSTEMS ANALYST SR ADVISOR WILL MAKE AN IMPACT
Apply the use of process improvement, reengineering methodologies, graphical interpretation and user story definitions and principles to conduct process modernization projects; Understand business processes and interpret them to define functional and cross-functional requirements, analyze current as-is processes and conceptualize to-be requirements
Deploy software or hardware solutions to meet user requirements, technical obsolence, security requirements and legislative changes
Responsible for transitioning of existing solutions and objectives to modernized processes through improved use of automated processes
Develop detailed functional requirements documents, functional design specifications, user stories, test scenarios and test cases
Document functional and technical processes using Visio
Solution design, analysis and specification development
Develop detailed process maps and business process procedure documentation; Develop Standard Operating Procedures for business users
Analyze data and draw conclusions from the data as it relates to business processes
Map requirements to proposed solutions
Adhere to Enterprise Life Cycle (ELC) and project documentation and development standards; develops documentation in support of ELC requirements and project needs
Design complex solutions including the implementation of business rules, mobile, online and handheld applications, technical solutions and integration between multiple systems
Support activity and data modeling, development of modern business methods, identification of best practices, and creating and assessing performance measurements.
Leverage group facilitation, user interviewing, user training, and additional forms of knowledge gathering and knowledge transfer
Develop PowerPoint and Word briefings, documents and white papers
Work with subject matter experts to define performance measures and collection methodology
Support Business Process Reengineering capture of time and motion metrics
Execute integrated testing of new functionality; ensure tests cover all requirements
Support the solution architect in managing the product backlog in the Agile framework, and prioritizing work based on the program goals and objectives.
Maximize product value throughout the program lifecycle.
Mentor and teach a group of junior analysts in business analysis, story development, requirements mapping etc.; set direction, keeping the team focused on the goals and objectives and schedule.
Project management support to include MS Project scheduling, planning training, planning solution rollouts to additional ports of entry, and managing communications.
WHAT YOU'LL NEED TO SUCCEED:
Federal Government Procurement & Accounting business process knowledge
Experience with normalized design of database tables
Strong analytical skills; ability to effectively analyze & resolve issues
Agile certification
EDUCATION AND EXPERIENCE: Technical Training, Certification(s) or Degree, 8+ years of relevant experience

The likely salary range for this position is $121,680 - $149,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
