Summary Responsibilities If selected for this position, you will join a well-respected team in the Financial Litigation Unit (FLU), Civil Division of the United States Attorney's Office for District of Columbia. The incumbent has District-wide responsibility for supporting the enforcement and collection of federal criminal and civil debts (and, on an ad hoc basis, local debt). The incumbent oversees and supervises support staff (not attorney staff) involved in FLUs enforcement activity and assists and collaborates with the Financial Litigation Program Coordinator. Typical work assignments will include: - Directs the day-to-day operations and activities of the FLU, exercising delegated supervisory authorities and responsibilities. - Plans work to be accomplished by subordinates, sets and adjust short-term priorities. - Develops performance standards, and evaluates and rates work performance of subordinates. - Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of subordinates. - Directs and/or evaluates debtors declared financial assets compared with records obtained from open sources and/or third parties and identifies attempts to deceptively conceal assets. - Directs and/or conducts in-depth analysis of debtor income tax returns to ascertain the existence of income earning assets and acquisitions or sales of real and personal property. - Provides litigation support to Assistant United States Attorneys (AUSAs). Responsibilities will increase and assignments will become more complex as your training and experience progress. As needed, additional positions may be filled using this announcement. Requirements Conditions of Employment Qualifications To be found qualified at the GS-12 level, applicants must have one year of specialized experience equivalent to the GS-11 level in the Federal service. Experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized Experience is defined as experience applying complex legal principles and concepts, legal research methods and data analysis techniques performing duties consistent with particular laws, regulations and precedents unique to federal debt collection and other affirmative litigation cases. Examples of specialized experience are: researching precedents and other reference sources, such as regulations, rulings, and court decisions sufficient to determine relevance to debtor's individual circumstances; interviewing and investigative techniques sufficient to obtain potentially sensitive information and to determine what information is pertinent to resolution of debt collection issues in conjunction with examining complex business and individual financial documents; applying analytical, and evaluative methods and techniques to conduct searches of land records, financial statements, credit reports, tax returns, etc., to identify attempts to deceptively conceal assets; applying knowledge of and having experience in navigating computer systems to determine debtors assets; providing litigation support to attorneys by assembling case files, analyzing pertinent facts, examining and evaluating information, and drafting documentation.
