Duties Description - This position resides on the Digital Content Solutions team in the Bureau of Enterprise Applications within the Chief Information Office. - Develop and/or support scanning applications using IBM Datacap.- Develop and/or support optical character recognition (OCR) scanning applications using Azure.- Develop and/or support FileNet interfaces using IBM Content Navigator.- Develop and/or support FileNet workflows.- Generate code for review by a team supervisor or peer group.- Work with business unit staff to develop comprehensive test plans.- Coordinate user/system/acceptance testing with business unit staff.- Communicate status of assigned projects/tasks to immediate supervisor, including possible delays and potential problem areas, in a timely and accurate manner.- Create, update, and maintain system documentation. - Work with business units to gather system/application requirements.- Analyze requirements to develop detailed design specifications for review and approval by the business unit staff.- Ensure business user requirements are met in the development of any applications.- Ensure functional and technical designs can integrate with existing systems and are developed according to standards. - Investigate and troubleshoot production issues.- Utilize ServiceNow software to manage service requests, change requests, and incidents.- Provide on-call/off-hours support for testing, upgrades, and as needed.- Apprise management and other stakeholders of deviations from originally agreed upon priorities, deadlines, or scope in a timely manner.

Non-Competitive promotion (NCP) qualifications: You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Information Technology Specialist 1 Programing. Additional Comments Knowledge, skills, and abilities: - Demonstrated coursework in Programming including, but not limited to:o Application Development: includes coursework that teaches application design and development.o Client Server Programming: includes coursework in the definitions, requirements, benefits, and terminology of client/server computing, hardware and software components, architecture, and application development.o Object Oriented Programming: includes coursework in the design and implementation of computer programs from the object-oriented point of view.- Demonstrated experience in Object Oriented Programming (any language).- Demonstrated experience with Datacap development.- Ability to interact with both technical and business staff.- Ability to participate in all phases of the system development life cycle.- Ability to take ownership of a task and usher it through completion.- Ability to be proactive and address incoming tasks you have the knowledge to perform.- Ability to effectively work in a demanding environment with multiple priorities and customers.- Ability to evaluate written materials, and to perform analysis and design.- Ability to translate business requirements into technical specifications.- Ability to work collaboratively in a team environment.- Strong problem solving and analytical skills.- Strong verbal and written communication skills.- Demonstrated experience with OCR scanning and form digitization, use of Azure.- Demonstrated experience with IBM FileNet, IBM Content Navigator, or IBM Datacap.- Demonstrated experience integrating with DB2, SQL, Oracle, or other external data sources.- Demonstrated experience with Java, Javascript, or C#.
