The purpose of the Virginia Juvenile Community Crime Control Act (VJCCCA) is to provide alternatives to secure incarceration. It is a cooperative program between the state and the county and provides a balanced, community-based system of services, programs, and sanctions for juvenile offenders. The funding currently supports the Outreach Detention Program which provides a Pre-Dispositional placement for youth of the 4th District Court Service Unit that are mandated to receive Electronic Monitoring/Outreach Supervision services.
We are seeking a Family Services Worker I to join our team. This position works with a team to ensure the general care, custody and supervision of clients in a community based pre-dispositional setting who have pending charges with the Norfolk Juvenile and Domestic Relations court. Work is performed within established Virginia Juvenile Community Crime Control Act policies, procedures, and guidelines under general supervision of the Outreach Detention Supervisor.

Essential Functions
Essential functions include but are not limited to:
Provides assessment of family needs by developing and implementing service plans to address the needs of children, the elderly and the disabled.
Investigates cases of the abuse and neglect of children, the elderly and the disabled by conducting field visits and interviews, contacting involved persons by phone, and coordinating with law enforcement.
Maintains records and manages cases by preparing reports, recording all contact with clients, documenting hotline calls, and updating the log book.
Counsels and provides services to individuals and families by focusing on family preservation and family reunification, monitoring progress of clients, planning for adoption and emancipation and implementing court ordered services.
Participates in court hearings by providing written reports, recommendations, and verbal testimonies.
Makes referrals for services by being knowledgeable of local services and resources, working with service providers in the community, serving on interagency service assessment teams, serving as a client advocate in accessing services and working with other agencies such as schools, courts and mental health providers.
Performs related duties by conducting home studies, preparing written reports of findings, providing on-call and emergency response for reports of abuse and neglect, attending and coordinating related meetings, and seeking to resolve crisis situations for families and individuals regarding personal safety, shelter, food and clothing.
Monitors, supervise weekly while making at least (2-4) face to face contacts and GPS monitoring 24 hours a day, 7 days a week with court-involved juveniles as ordered by the Juvenile and Domestic Relations courts onto the Outreach/GPS Program.
Maintains contact with parents, school officials, parole officers, attorneys and work collaboratively with other agencies and stakeholders to ensure the best delivery of services.
Strong knowledge of community- based intervention services; and the ability to engage collaboratively with city agencies. Make referrals to program providers as needed.
Maintain case management records and records daily contacts with clients in the community.
Prepares reports to the court summarizing the clients progress and pertinent information as it relates to the case.
Testifies in court regarding caseload observations.
Determine appropriate sanctions for violations.
Make recommendation to parents, clients to ensure a successful placement while in the program.
Perform intake and release procedures with clients.
Installation and removal of the GPS devices on clients.
Maintains First aid and CPR certifications.
Maintain Valid driver's license.
Plans, coordinates and schedules client activities monthly to include educational, cultural and social events.
Assist in job training opportunities for clients
Provides for the safety and general health of clients while on activities.
Education/Experience
Minimum of a Bachelor's degree in a Human Services field or minimum of a Bachelor's degree in any field and minimum of two years of appropriate and related experience in a Human Services area (Section 22VAC40-670-20 of the Administrative Code of Virginia). Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license are desirable.
No experience required.
Preferred:
Knowledge of the Children's Services Act.
Knowledge of child welfare, juvenile justice and children's mental health systems of care
Verbal and written communication skills
Team coordination and facilitation.
Strong organization and time management skills
Experienced in family engagement.
Data collection and report preparation experience
Additional Information & Requirements
Valid Driver's License may be required depending on assignment.
Successful completion of State mandated training within the first 24 months of employment.
Working Hours: Monday - Friday- 8:30am- 5:00pm- 40 hours, rotating on-call weeknights and weekends
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus.

Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
