ABOUT THE ROLE
Reporting to the Sr. Manager, Talent Development, the Talent Development Partner will be responsible for the design, development, and facilitation of talent and organization development solutions. This position will build, maintain, enhance and manage projects, programs, policies and procedures related to career development, learning and talent planning to identify and plan career progression routes for CEI employees. This position works in partnership with HR colleagues and key stakeholders around the organization. The Talent Development Partner assists in the development and implementation of leader and employee training programs including virtual, classroom based, and blended techniques. Under limited supervision they deliver organization development services including culture change, team effectiveness, and employee and leader development.
SCOPE:
Supports the implementation of the talent development strategy in support of CEI and workforce development strategies.
Utilizes a consulting process that includes discovery (identifying the problem and determining performance gaps), developing and agreeing on services to solve the problem (contracting), delivering the services (delivery), and evaluating the overall project and outcome (evaluation).
Working independently implements Division/Business Unit organizational development services, including strategic and operational planning; change management; organizational culture and values; performance management, and leadership development; group effectiveness; and surveys and analytics (i.e. engagement surveys).
Supports innovation and organizational change to improve organizational development effectiveness.
Utilizes structures and processes to plan and manage the orderly implementation of change.
Supports Division/Business Unit development initiatives, including needs assessments; management and employee development; orientation and annual training; learning design, development delivery and evaluation; and trainer development.
Develops and implements curricula and learning paths for management and employee development.
Uses innovative methods to facilitate learning.
Facilitates leadership or employee development sessions
Implements, analyzes, and reports periodically on learning needs assessment in support of management and employee development.
Fosters an environment of continuous improvement, best practices, lessons learned, and quality outcomes.
Utilizes evaluation strategies to measure reaction, cognitive learning, and on the job learning in identified programs.
Reports compliance and evaluation outcomes to management and others as appropriate.
Measures and reports on the impact of programs on organizational goals.
Uses evaluation data on an on-going basis to revise and continuously improve programs.
Act as a trusted advisor to managers in support of career development conversations
Manage and monitor utilization of Learning Management System (LMS) to manage the administration of all training activities and learner data including transcripts, compliance records and certification
Monitor and measure effectiveness of learning activities, manage content and provide recommendations for all training solutions based on business needs
Evaluate effectiveness of programs through assessments, surveys, and feedback from trainees, department managers and Subject Matter Experts (SMEs) to continuously improve training offerings
Develop effective program reporting for senior management
Develop and maintain effective relationships with team members, leaders at all levels of the organization and external partners
Support the planning and operationalize development programs and processes
Assist in the creation and development of various learning programs and training experiences, to help CEI employees develop the capabilities and knowledge needed to thrive in their careers
Participate in or lead learning project teams to build positive, collaborative partnerships among business stakeholders, SMEs and peers
Use critical thinking skills to identify, research, conduct data analysis, and recommend solutions to complex problems
Work with internal stakeholders to launch and maintain career programs
Collaborate with business units and People team members to establish career paths
Lead development of individual learning plans for career development
Lead or coordinate series of virtual and instructor-led training programs that contribute to career development
Provide ongoing education and guidance to managers and leadership teams about methodologies for holistic talent and career development
Mentor leaders on career coaching techniques and practices

Determines methods and procedures on new assignments and may coordinate activities of other personnel (Team Lead).

Strong relationship building and stakeholder management skills, including experience owning client relationships with senior leaders
Ability to analyze and synthesize data from multiple sources to identify themes and develop compelling recommendations
Ability to work autonomously and effectively in a fast-paced, complex, multi-tasking virtual environment
Strong strategic-thinking skills with an ability to collaborate with team members on best practices
Strong business acumen and understanding of how learning and development impacts the overall organization

MINIMUM QUALIFICATIONS
Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.
Education: Bachelor's degree in Human Resource Management, Organizational Development or other relevant social science discipline.
Licensure/Certifications: N/A
Experience:
Eight (8) years of talent development experience; or six (6) years with a Master's degree or equivalent experience
Five (5) years of Instructional Design experience in a corporate environment
Five (5) years of people management experience in a corporate environment, preferred
Three (3) years direct experience in organization development and/or organizational learning program design
Experience translating business objects into actionable learning strategies and goals
Strong facilitator in classroom or virtual settings and current learning technologies
Performance orientation with the ability to identify root cause issues and apply the most appropriate solution (performance management, training, coaching, etc.)
Experience managing multiple initiatives and timelines while identifying and implementing continuous improvements in approach and design
Working knowledge of HR, Learning Management and Learning Experience Systems
