Job Summary
Under the direction of the Senior Director of MSA , the Director of Clinical Services serves as a key member of the Manhattan Star Academy (MSA) leadership team designing, implementing, overse eing and directing MSA's comprehensive array of clinical and related services and supports for students with intellectual and developmental disabilities (I/DD) ages 3 - 21. Defines overall strategy and implementation of person-centered, multidisciplinary clinical services, creating policies and procedures to ensure consistent and high-quality services schoolwide, in collaboration with Senior Director and through regularly interfacing with MSA s upervisors, external providers and/or families . Ensures that o ccupational and p hysical t herapy, s peech and l anguage, s ocial w ork , creative arts therapy , vision and hearing services are delivered through the most effective modalities and methods by qualified staff and support attainment of students' educational and therapeutic goals in compliance with all applicable standards , laws and regulations . Directly oversees clinical supervisors, leading and directing day-to-day operations of clinical and related services teams by ensuring optimal use of resources, effective staffing and workforce management through regular monitoring of the integration and coordination of services. Provides guidance, resources and clinical training for MSA staff to address operational needs and support enhanced interventions and where authorized by State of New York, provide s clinical supervision in professional discipline .
Key/Essential Functions & Responsibilities
Provides overall direction and management of day-to-day operations and for design, implementation and updates to person-centered, individualized clinical services, supports and interventions across MSA, ensuring consistency in application of policies, practices and procedures and creating a structure of consistent and transparent communication with the staff, which supports diversity and inclusion.
Promotes YAI and MSA visions, missions and goals by providing leadership and guidance to staff and ensuring student well-being through safe and appropriate clinical and therapeutic services and supports in line with agency philosophy, department practices and Federal, State, Local and regulatory requirements.
Ensure s provi sion of appropriate mental health , therapeutic and related services and supports to students through implementation of person-centered, individualized plans by properly trained , certified, licensed and/or otherwise qualified staff following appropriate levels of supervision and safeguards , in accordance with all applicable rules and regulations .
Leads the planning, development and implementation of operating procedures and related policies and systems to address new or changing needs and regulatory or other requirements, ensure appropriate supports and/or to otherwise enhance or change therapeutic and clinical services to address operational needs or concerns in collaboration with MSA leadership, clinical supervisors, external providers and families.
Oversees and ensures compliance with regulations and best practices for services provided by the multi-disciplinary team, regularly collaborating with applicable MSA leadership and other departments to support development and implementation of clinical interventions that support attainment of educational and therapeutic goals.
Regularly communicates and advises on MSA policies and procedures with families and MSA staff, providing support , guidance and resolutions to specific concerns or issues relating to clinical interventions and related services for individual students .
Provides administrative supervision to clinical supervisors of related services (OT, PT, Speech/Language), Social Work and Creative Arts Therapy and other specialists, providing support and guidance for applicable services and ensuring consistent application and enforcement of school policies, procedures and productivity standards for staff through appropriate management of concerns or performance issues including discussions and plans for corrective actions, as needed.
Monitors, reviews and provides feedback regarding clinical needs and individual support plans o f students in collaboration with clinical supervisors , MSA leadership team and other stakeholders , identifying unmet needs, proposing and overseeing implementation of solutions and revisions to correct issues and deficiencies or to update services and plans as individual needs change .
Plans and monitors clinical staffing, scheduling and caseloads schoolwide ensuring clinical supervisors are maintaining appropriate coverage for each service and are effectively managing time and attendance , ensuring maintenance and documentation of professional credentials (licenses, registrations and certifications) and assigning responsibilities within applicable scopes of practice ; participates in interviewing and selection of clinical staff, when needed and approves offers of employment .
Ensures clinical supervisors provid e appropriate training and oversight f or staff in their areas of practice and for other MSA staff supporting therapeutic activities and provides ongoing clinical supervision, oversight and training to clinical staff in professional discipline, as needed and authorized.
Provides clinical supervision as authorized by State of New York in area of specialization, which may include providing and appropriately documenting supervision for individual staff pursuing clinical hours required for NYS licensure.
Ensures clinical supervisors are appropriately managing and submitting changes in Workday for staff status, work hour s , promotions/demotions, transfers and/or other adjustments in a timely manner and reporting incidents or other occurrences accordingly.
M onitors the completion , maintenance and timely submission of all documentation relating to clinical services for individual students including annual therapeutic goals and plans , regular /annual progress reports and session notes through engagement with clinical supervisors ; reviews specific cases as requested to address concerns or issues identified by clinical supervisors.
Participates in the review of potential new admissions, using available information to assess clinical needs and making recommendations regarding whether MSA can appropriately support applicants in reaching their full potential in collaboration with MSA leadership.
Remains current with developments and new interventions , technologies or ideas relating to clinical services through research and/or continuing, professional or other education in professional discipline and maintains awareness with regard to other clinical disciplines , coordinat ing access to related resources by clinical supervisors .
Arranges and facilitates monthly supervision meetings with clinical supervisors and ensures supervisors are providing and documenting appropriate levels of supervision to clinical and related services staff , through formal team meetings and/or one-on-one, where needed .
Establish es and maintain s collaborative relationships with outside organizations including local hospitals , clinics and social service agencies to support and inform clinical interventions , connect families to additional resources and establish community service or educational opportunities .
Engages local higher education and other institution s to facilitate partnerships that support recruitment initiatives , such as clinical internship arrangements an d to support planning and facilitation of ongoing professional development and continuing education opportunities , related trainings and workshops to support development of knowledge and skills that enhance services and/or leverage new and changing technologies .
Plans and facilitates special events and activities related to clinical and related services, supports and resources including school and parent trainings and assists with planning and administration of schoolwide events, activities and/or fundraisers in collaboration with MSA leadership.
Complies with and ensures compliance with all Federal, State, Local and other relevant regulatory agency requirements, including the Health Insurance Portability and Accountability Act (HIPAA) and cooperation with appropriate entities in any inspection, inquiry or investigation.
Performs all other duties, as assigned
Minimum Qualification Requirements including education, experience, licensure/certification, etc. and essential physical capabilities (e.g. lifting, assisting lifting, standing, etc.)
Current and valid license and registration as a Clinical Social Worker, Speech-Language Pathologist, Physical Therapist or Occupational Therapist issued by the New York State Education Department ; and
Five (5) years of post-licensure experience working in a clinical capacity in area of specialization, which includes or is supplemented by at least one ( 1 ) year of experience supervising professional staff ; or
Satisfactory equivalent combination of education, experience and/or training. However, all incumbents must hold a current, valid license and registration as described above.
Extensive knowledge of applicable Federal, State, Local and oversight agency regulations, including New York State Education Department (NYSED) and NYC Department of Education (DOE).
Extensive knowledge of the needs of ne urodivergent students , related clinical syndromes and cooccurring behavioral/mental health diagnoses and ability to apply methodologies and philosophies that best support this population in development of supports for MSA's students.
Excellent oral and written communication and interpersonal skills, including the ability to build effective working relationships and collaborate with MSA staff, families and other stakeholders at varying levels.??
Exceptional supervisory , interpersonal and leadership skills and ability to effectively manage, coach and support clinical supervisors through hands-on support.
Proficiency with computers and using electronic systems including email, Microsoft Office Suite, Salesforce and/or Workday to complete tasks.
Strong planning, organizational, problem-solving and decision-making skills, including the ability to effectively manage multiple priorities while quickly addressing changing needs and to make thoughtful decisions in line with the overall vision and mission of MSA , which best position students for success.
Ability to report on-site to school on a regular basis and occasionally travel across New York City metropolitan area to visit headquarters, schools, attend meetings and/or conferences.
Ability to meet essential physical demands of position including frequent walking, sitting, standing , pulling and reaching with hands and arms; using hands to handle, finger or feel objects, tools or controls; and bending, twisting, stooping, kneeling, crouching, pushing as needed ; having the physical capacity to work with and implement emergency interventions as per student's Behavior Support Plan if needed including lifting/moving individuals of any weight with or without assistance of equipment and/or other staff or running if needed.
Preferred Qualification Requirements ( desired requirements beyond MQRs above)
T wo (2) or more years of experience providing or supervisi ng services provided to neurodivergent children ages 3 - 21 .
Expertise or experience with assistive technology, alternative communication systems or other related accommodations and accessibility services .
Compensation & Benefits:
